HomeMy WebLinkAboutHandout provide at Public CommentSeptember 24,2A25 PLANNING COMMISSION HEARING My name is Sharon Roberts and I live at Judson Terrace Homes, 3000 Augusta Street, apt. 225, and I am here to ask some questions of the Planning Commission regarding a proposed development at 2932 Augusta Street that I believe will directly affect my healttr and well-being, and the healthand well- being of anyone else that lives in our neighborhood. This would also include children, teachers and staff at Sinsheimer Elementary School. I waht to understand what changes the City is looking to make to its Environment Review Policy, and I also want to understand why the proposed development at 2932 Augusta Street is exempt from an . environmental review. The balcony of my apartment looks right onto this property. I have COPD and numerous allergies so I continuously use an air-purifier. I think it is very important that any development on this property be carefully considered because of air qualrty issues. What is going to be put into the air if the current buildings are demolished, and what will be in the air during a construction project. I also believe the proposed project is too large for the lot, plus traffic from the construction and new tenants will disrupt our neighborhood. I understand that our area is zoned R4 for high density, but I believe we have reached a level of density that is often uncomfortable. While Judson Terrace Homes has 105 units, we only have off-street parking for 35 of those units. Other tenants must park on the street, and that often means they park as far as 2-4 blocks from their home. This would be difficult for anyone, but especially tenants that are 60 and over. The City has already approved other projects in our area, including one at L241- Laurel Lane that did not require the builder to provide a parking space for each unit. Most of those tenants park in the shopping center lot or on the street, thus creating more parking problems. If you were to come survey our area during evening hours or early morning before people leave for'work, you would see that all the street parking is being utilized. Where are these 30-40 additional people from this new project going to park-there is no room left on the street. What is the rationale for allowing a builder to not provide parking just because a few of those units might be affordable? Here's the cunent parking scenario on Augusta Street and in my parking log where a few of us have assigned parking spaces. There is no parking available for visitors, vendors, in-home health care, the Fire Department or Police. Our friends do not visit us at home because there is no parking, and often times when I return to the Judson Terrace parking lot, a vendor or delivery person of some type is in my space. I have been advised to park behind them until they return, as there is no other place for me to park. Allowing more new units to be built without off-street parking will only make this scenario much worse. Fire Department trucks, Ambulances or Police vehicles often block residents in so they can park and do their jobs. We need an environmental review of this project. I believe an environmental review would look at the traffic, our current density and its'impact on residents. We need the Planning Commission and City Council to review this project, walk our neighborhood and see what we see and feel. I feel like the City has abandoned its duties by just allowing State laws to rule how these new developments are approved without proper oversight THE SAN LUIS OBISPO PLANNING COMMISSION HEARING SEPTEMBER 24,2025 ALREADY CROWDED STREET9 . ASSUMING TWO CARS PER APARTMENI THAT MEANS THAT APPROXIMATELY 4 ADDITIONAL CARS WILL NEED TO FIND PARKING ON THE STREET. O 44 CARS ARE THE EQUIVALENT OF TWO FOOTBALL FIELDS IN LENGTH.Y T F)flST ON AUGUSTA STREET. O THIS MEANS THAT MANY CURRENT RESIDENTS, INCLUDING THE SENIORS WHO LIVE AT JUDSON TERRACE, (RIGHT NEXT DOOR TO THE PROPOSED APARTMENT) AND MANY OTHER RESIDENTS MAY BE FORCED TO WALK SEVERAL BLOCKS OR MORE TO GET TO AND FROM THEIR CARS AND TO UNLOAD THEIR GROCERIES. MANYARE PHYSICALLY UNABLE TO DO SO. . FURTHER, THE ADDITION OF 44 OR MORE CARS PARKED ON THE STREET CREATES UNSAFE CONDITIONS FOR THE CHILDREN GOING TO AND FROM SINSHEIMER ELEMENTARY. . IT ALSO PRESENTS CHALLENGES FOR FIRE TRUCKS AND AMBUISNCES THATARE ALREADY CHALLENGED WHEN TRYING TO NAVIGATE THE CROWDED CONDITIONS THAT CURRENTLY EXIST ON AUGUSTA STREET. DON'T TAKE MY WORD FOR IT - ASK THE CAPTAIN AT FIRE STATION #3 AT THE CORNER OF AUGUSTA AND I-AUREL ABOUT THE CHALLENGES HE FACES NAVI GATI NG AUG USTA STREET. O ADDING TO ALREADY CROWDED CONDITIONS INVITES ACCIDENTS AND PREVENTS AMBUI.ANCES AND FIRE TRUCKS FROM REACHING THEIR INTENDED DESTINATION IN A TIMELY MANNER. IN MANY CASES, THIS PUTS LIVES AT RISK. SENSITIVE RECEPTORS, AND WHY THIS CONSTRUCTION PROJECT REWEW a UNDER CEQA, SENSITIVE RECEPTORS ARE PEOPLE AND PI-ACES THAT ARE PARTICULARLY SUSCEPTIBLE TO THE ADVERSE EFFECTS OF POLLUTION AND OTHER ENVI RONMENTAL HATARDS. O THIS HEIGHTENED VULNERABILITY IS OFTEN DUE TO AGE, HEALTH, OR THE NATURE OF THEIR LOCATION. THE IDENTIFICATION OF SENSITIVE RECEPTORS IS A KEY PART OF AN ENVIRONMENTAL IMPACTASSESSMENT TO DETERMINE IF A PROJECT COULD CAUSE SIGNIFICANT HARM, HUMAN SENSITIVE RECEPTORS . CERTAIN GROUPSARE CONSIDERED SENSITIVETO POLLUTION BECAUSE THEY ARE AT A HIGHER RISK OF NEGATIVE HEATTH ouTcoMES. PEOPLE WITH PRE-EX|ST|NG CONDITIONS: THIS INCLUDES THOSE WITH CARDIOVASCULAR DISEASE, CHRONIC RESPIRATORY DISEASES, AND ASTHMA. THIS WOULD INCLUDE RESIDENTS AT JUDSON TERRACE LOCATED NEXT DOOR TO a9S2AUGUSTASTRETAS WELLAS PATIENTSAT SAN LUIS POST ACUTE CARE, LOCATED RIGHTACROSS THE ROAD FROM 2932 AUGUSTA STREET . PREGNANT WOMEN AND ATHLETES ARE ALSO INCLUDED ON THIS LIST. SENSITIVE RECEPTOR LOCATIONS UNDER CEQA, THE TERM "SENSITIVE RECEPTOR" IS ALSO USED TO DESCRIBE THE FACILITIES AND LAND USES WHERE THESE VULNERABLE POPULATIONS ARE CONCENTRATED. ENVIRONMENTAL REVIEW . WERE COMMONLY USED CONSTRUCTION MATERIALS AT THAT TIME. IF ANY OF THE CURRENT BUILDINGS ARE SCHEDULED TO BE DEMOLISHED, THESE DANGEROUS CHEMICALS WILL LIKELY SPREAD THROUGHOUT THE COMMUNITY. . THE CONSTRUCTION PROJECT AT 2932 AUGUSTA STREET WANTS TO BE EXEMPT FROM ALL OF THIS, SO THE GOMMUNITY WILL HAVE NO WAY OF KNOWING WHAT THE ENVIRONMENTAL IMPACTS ARE. CONCLUSION . WE ARE MERELYASKING THATA COMPLETE ENVIRONMENTAL REVIEW BE CONDUCTED SO WE KNOW WHAT THE RISKS ARE AND WHAT MEASURES ARE NECESSARY TO MITIGATE THOSE RISKS, IN ORDER TO PROTECT OUR COMMUNITY. . WHATASSURANCES DO WE HAVE THAT THERE ARE SUFFICIENT FUNDS TO COMPLETE THE PROJECT IF UNEXPECTED DELAYS AND COSTS SHOULD OCCUR, RESULTING IN A HALF.BULT PROJECT SITTING ON THIS SITE FOR YEARS? 2. DOES ANYONE KNOW WHAT THE CONSTRUCTION PROJECT AT 2932AUGUSTA STREET WILL BE? WILL IT BE CONDOMINIUMS? APARTTUIENTS? WHY IS THIS INFORMATION NOT READILY AVAILABLE TO THE PUBLIC? 3. IF THEY ARE APARTITfrENTS, WILL THEY BE STUDIOS? ONE BEDROOMS? TT'YO BEDROOMS? THREE BEDROOMS? WHY IS THIS INFORMATION NOT READILYAVAILABLE TO THE PUBLIC? 4. IF THEY ARE APARTMENTS, WHO 1S GOING TO BE THE LIVEjN MANAGER? WILL THEY BE EXPERIENCED IN MULTI.FAMILY RESIDENCE MANAGEMENT AND AFFORABLE HOUSING? 5. W|LL THERE BE LIM|TS ON OCCUPANCY OR WILL THERE BE 4, 5 OR 6 STUDENTS GRAMMED INTO A TWO BEDROOM APARTMENT, CREATING ANOTHER PROBLEM LIKE THE ONES THAT EXISTS IN THE FRAT HOUSES AT CALPOLY? 6. WHO IS GOING TO PROVIDE OVERSIGHT REGARDING APARTMENT OCCUPANCY? FOR INSTANCE, WHO IS GOING TO QUALIFY FOR APARTMENTS WITH A PARKING SPACE? WILL THIS PROCESS BE OPEN TO THE PUBLIC OR WILL THEY BE RESERVED FOR FRIENDS AND FAMILY OF THE DEVELOPERS? 7. AFFORDABLE HOUSING IS HIGHLY REGUI-ATED. WHO IS GOING TO PROVIDE OVERSIGHT REGARDING TENANT SELECTION, INCOME VERIFICATION, ANNUAL INSPECTIONS, ETC. DO THE OWNERS HAVE ANY EXPERIENCE IN MANAGING AFFORDABLE HOUSING PROJECTS? 8. IS A PERMIT REQUIRED BEFORE WORK CAN BEGIN ON THIS PROJECT? PREPARAT|ONS AT THE ADJO|N|NG pROpERTy (AT 2943 JOHNSON,) OWNED By THE SAME OWNERS, SEEM|NGLY IN PREPARATION FOR THIS PROJECT, BEGAN IN JULY, AND INVOLVED LARGE DEMOLITION DUMPSTERS THAT WERE FILLED WITH CONCRETE SIABS AND HAULED AWAY AND RETURNED MULTTPLE TIMES, FOUR (OR MORE) DUMPTRUCK LOADS OF EARTH AND GRAVEL WERE DUMPED AT THE SITE, A TRACTOR WAS USED TO MOVE TO EARTH TO A LOCATION cLosER TO THE PROPOSED PROJECI AND AN EARTH COMPACTOR WAS USED FROM gAM UNTIL 7PM, SIX DAYS A WEEK FOR THE MONTH OF JULY. A PERMIT FOR THIS CONSTRUCTION ACTIVITY HAS NEVER BEEN DISPLAYED ONSITE DESPITE NUMEROUS CALLS TO THE CITY. WORK APPEARS TO CONTINUE AT THIS SITE.
