CAO RECOMMENDATION: Approve the award and execute a contract with Dalton Construction Company in the amount of $3,271,470 for the installation of a sewermain between the Wastewater Treatment Plant and Hathway Street, City Plan No. N51R. BACKGROUND: On August 7, 1990, the Council authorized staff to advertise the Sewermain Improvement project between the Wastewater Treatment Plant and Hathway street, for bids. This is part of the Wastewater Management Plan implementation. The City has received bids for this project with the low bidder within the estimate provided by Brown and Caldwell Engineers. SRF loan funding has been approved. SIGNIFICANT IMPACT: The City has obtained approval for State low interest funding of the improvements at a rate of approximately 3.5 percent. Based on the cost projections the Council approved a rate increase of two dollars a month per single family residence for three years and a financing plan/revenue program sufficient to cover the debt service expense of the wastewater management plan projects. This is a CIP project, identified in the approved 1989-90 budget (D-21) as relief sewers/infiltration and inflow reduction, budgeted at $5,200,000. on May B. 1990, Council approved rate increases sufficient to cover the cost of this project, the Treatment Plant Improvements, ongoing operations and miscellaneous CIP expenses. Of the $3,271,470 bid for the project, $114,000 is ineligible for funding as determined by the State Water Resources Control Board. The ineligible items are permits required by Caltrans and the Department of Fish and Game and the filming of the sewer laterals.
