PUBLIC COMMENT PERIOD
(Not to erceed 15 minutes)
Immediately following roll call,members of the public may address the City Council on items that DO NOT
appear on the printed agenda. Please observe the time limit of three minutes. A speaker slip(available in the
Foyer) must be filed with the City Clerk prior to the beginning of the meeting.
As a general rule,action will not be taken on issues not listed on the agenda Staff will generally be asked to
follow-up on such items. The Council is interested in hearing from the public regarding issues or concerns of
the community and welcomes your input.

STUDY SESSION
2. FOCUSED ECONOMIC DEVELOPMENT PLAN (DUNN - 1 hr.)
Consideration of an overall Economic Development Plan.
RECOMMENDATION: Develop working priority list for Economic Development
Plan and direct staff to undertake appropriate follow-up assignments.

Dunn** FINAL ACTION. Council agreed that the following points should be included in a
Hamp.i,a.n* Focused Economic Development Plan:

Jo nae* - Ensure political commitment and support for a meaningful economic development
Rormeno* program prior to developing and implementing specific action;
-Address perceptions regarding economic development and its compatibility with quality
of fife goals;
-Any strategic plan for economic development be a citizen-based process
- Facilitate auto retailers relocating in the Los Osos Valley Road area;
- Examine the feasibility of annexing the Broad Street area;
- Complete the downtown physical concept plan and develop implementation plan;
- Develop a financial assistance program for sprinkler/earthquake retrofits for private
property owners in the downtown;
- Retain County administrative office space in the downtown;
- Implement the Parking Management Plan; and
- Re-examine efforts to develop the Court Street property.
Other points outlined in the staff report may be reconsidered following the economic
analysis of, or completion of, the General Plan Land Use Element. These items
included identifying specific retail commercial and light industrial development,
investigating the development of a regional conference center and conference hotel
downtown, identifying staff roles for economic development and establishing a City
Economic Development Commission.

During the balance of this meeting, any Councilmember or the City Administrative Officer may informally
update the City Council of written or oral communications and ask for comment and/or discussion. State law
provides that Council take action only on such matters which have been noticed at least three days in advance
of the meeting unless special circumstances are found to exist. Formal action or approval is not preferred and
such items should be continued to the next Regular meeting.

Councilwoman Kappa requested that staff be directed to bring back issues to
assist in meeting the. necessary demands of AB 939 which required cities and
counties to recycle 25% of their waste by 1995 and.50% by.2000 She also
requested. that Council support AB 1423 abd SB 235, establishing minimum.
recycled content requirements for paper, glass, aluinuu m, steel and plastic
containers, and AB 750 to provide financial incentive for collecting wine and
liquor containers littering the landfills
