HomeMy WebLinkAboutR-11599 delegating authority to the City Manager to round Parks and Recreation User Fees down for purposes of operational efficiency R 11599 RESOLUTION NO. 11599 (2025 SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO, CALIFORNIA, DELEGATING AUTHORITY TO THE CITY MANAGER TO ROUND PARKS AND RECREATION USER FEES DOWN FOR PURPOSES OF OPERATIONAL EFFICIENCY. WHEREAS, the City of San Luis Obispo provides a wide variety of Parks and Recreation programs, services, and facilities to the public, many of which require the collection of user fees to recover a portion of the City’s costs for providing these services; and WHEREAS, in 2015, the City Council adopted Resolution 10640, delegating authority to the City Manager to adjust fees on the Master Fee Schedule by annual changes in the Consumer Price Index (CPI) to ensure cost recovery and financial sustainability; and WHEREAS, CPI-based fee adjustments often result in user fee amounts that are not easily divisible into common denominations, resulting in amounts that are inconvenient for staff and the public (e.g., $2.03 or $4.17); and WHEREAS, rounding Parks and Recreation fees down to the nearest $0.25 enhances operational efficiency, simplifies fee collection, reduces potential customer service issues, and aligns with standard cash handling practices; and WHEREAS, an hourly fee is charged to participants of City-provided school year childcare programs, but the programs enable participants to pay for the care that they use in half-hour increments, resulting in the need to round down the ‘School Year – hourly option’ fee to the nearest $0.10 to enhance operational efficiency, simplify fee collection, reduce potential customer service issues, and align with standard cash handling practices; and WHEREAS, the administrative burden of implementing exact CPI-derived fee increases may outweigh the minimal fiscal impact of rounding down by a few cents; and WHEREAS, staff tracks the annual effect of cumulative CPI increases to ensure rounding of fees remains appropriate, and to ensure that fees are recovering costs in compliance with the City Council adopted fiscal policy related to User Fee Cost Recovery Goals. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San Luis Obispo, as follows: SECTION 1. Delegation of Authority. Round Parks & Recreation user fees that are adjusted by annual changes to the CPI down to the nearest twenty-five cent ($0.25) increment when the calculated CPI adjustment does not result in a fee amount evenly divisible by $0.25; 2. Round the ‘School Year – hourly option’ fee that is adjusted by annual changes to the CPI down to the nearest ten cent ($0.10) increment when the calculated CIP adjustment does not result in a fee amount evenly divisible by $0.10. SECTION 2. Limitations. This delegation does not authorize the City Manager to: 1. Increase fees beyond what is authorized by the CPI adjustment or City Council action; 2. Apply rounding in cases where it would result in significant revenue loss or create inequities among users; 3. This Resolution shall take effect immediately upon adoption.
