SUBJECT: Item 6f – REQUEST TO ADD PROPERTY AT 1110 BUCHON STREET TO
THE MASTER LIST OF HISTORIC RESOURCES (HIST-0504-2025)
Staff received the following question, regarding the request to add 1110 Buchon St to the
Master List of Historic Resources in the City’s Inventory of Historic Resources. The
question is below with staff’s response shown in italics:
1) The staff report and James Papp’s report both refer to the property already
being a “contributing list resource,” but I didn’t find clearly stated anywhere
in the item documents what the true difference is between a “contributing
list resource” and a “Master List Resource.” Can you please clarify for me
what the distinction means and why we need to make this change in status
now?
Contributing historic resources are described in the Historic Preservation
Ordinance (HPO) as properties that contribute to the historic character of a
neighborhood, district, or the City as a whole. Contributing properties include those
properties that by virtue of their age, design and appearance, contribute to and
embody the historic character of the neighborhood or historic district in which they
are located (SLOMC 14.01.050).
Both Contributing historic resources and Master List historic resources must meet
at least one of the significance criteria of the HPO and retain a high level of
integrity. Master List Historic properties are distinguished from Contributing
properties as the “The most unique and important resources and properties in
terms of age, architectural or historical significance, rarity, or association with
important persons or events in the city’s past, which meet one or more of the
criteria outlined in Section 14.01.070.” The Master List is the City’s highest
standard/designation of historic property listing and properties must be on the
Master List in order to be eligible for the Mills Act historic preservation and tax
incentive program.

The property owner applied for the change in designation from Contributing status
to Master list in accordance with the process outlined in the HPO where the
Cultural Heritage Committee makes a recommendation to the City Council for final
action. On August 25th, the Cultural Heritage Committee reviewed the applicant
submitted application which included a historic evaluation (James Papp’s
evaluation) in support of the Master List designation, and recommended Master
Listing of the property to the City Council.
