1. CALL TO ORDER
A Regular Meeting of the San Luis Obispo Planning Commission was called to
order on September 24, 2025 at 6:00 p.m. in the Council Chambers at City Hall,
990 Palm Street, San Luis Obispo, by Vice Chair Tolle.

3.a CONSIDERATION OF MINUTES - AUGUST 27, 2025 PLANNING
COMMISSION MINUTES
Motion By Commissioner Cooley
Second By Commissioner Munoz-Morris
To approve the Planning Commission Minutes of August 27, 2025.

Kahn, Commissioner Munoz-Morris, and Vice Chair Tolle
Absent (2): Commissioner Flores, and Chair Houghton

4. PUBLIC HEARINGS
4.a REVIEW OF AN AMENDMENT TO TITLE 17 OF THE CITY’S MUNICIPAL
CODE (ZONING REGULATIONS) SECTION 17.02.020 TO INCLUDE AN
APPLICABILITY SUBSECTION
Principal Planner Rachel Cohen presented the staff report and responded
to Commission inquiries.

Motion By Commissioner Kahn
Second By Commissioner Jorgensen
Recommend that the City Council introduce and adopt an ordinance
amending Title 17 of the City’s Municipal Code (Zoning Regulations)
Section 17.02.020, “Purpose and Authority of the Zoning Regulations” to
include an “applicability” subsection. The project is exempt from
Environmental Review under the CEQA General Rule exemption (CEQA
Guidelines Section 15061(b)(3)).

5. COMMENT AND DISCUSSION
5.a STAFF UPDATES AND AGENDA FORECAST
Deputy Community Development Director Tyler Corey provided the
following update of upcoming projects:

• The October 8th meeting will be cancelled
• October 22nd
o A General Plan Amendment GPA (Water and Wastewater
Element) to Amend the Wastewater Collection System Capacity
Constrained Areas Map
o Updates on the Historic Preservation Ordinance and the Historic
Context Statement
6. ADJOURNMENT
The meeting was adjourned at 6:30 p.m. The next Regular Meeting of the
Planning Commission is scheduled for October 22, 2025 at 6:00 p.m. in the
Council Chambers at City Hall, 990 Palm Street, San Luis Obispo.
