CAO RECOMMENDATION: By motion, approve the specifications for Wastewater Laboratory Analysis, Spcn. No. WWT 91-05-06, authorize solicitation of bids and contract award by the CAO, if the lowest responsible bid is within staff cost estimate. DISCUSSION: The City of San Luis Obispo Wastewater Treatment Facility is required by the RWQCB and EPA to .monitor the quality of the wastewater effluent, receiving waters and wastewater sludge. Monitoring frequencies, sample sites and discharge requirements are all outlined in the City's National Pollutants Discharge Elimination System (NPDES) permit. The wastewater treatment plant laboratory performs much of the required testing. However, particular analyses require specialized equipment and training which is currently beyond the scope of the City's laboratory. In past years, the City Wastewater Treatment Plant has annually contracted with analytical laboratories to perform these analyses. A similar contractual agreement is again required. This contract, however, is for a biennial agreement for fiscal years 1991-1993. Staff has established a mailing list of competitive bidders for laboratory analyses. This list is made up of a number of water/wastewater analytical laboratories that are certified to perform the required analyses. Requests for Bids will be sent to each laboratory. All laboratory service providers must use methods for water/wastewater analyses approved by State and Federal regulatory agencies. In addition, laboratory service vendors are -required to comply with various City mandated performance standards, outlined in the "Special Terms and Conditions, " "Specifications" and "General Bid Terms and Conditions". Prior expenditure for these services in FY 1990/1991 was $37, 000. Funding for these services is from the Sewer Fund. Annual funding of $38,000 has been requested for Wastewater Laboratory Services for the 1991/92 and 1992/93 fiscal years. This request is in conformance with procedures established in the City Purchasing Control Guidelines, Section 401-3, Contracting for Supplies, Equipment and Maintenance Services (Costing more than $50, 000) . ALTERNATIVES: Council may wish to direct staff to purchase the required equipment and hire the appropriate personnel to perform the required laboratory analyses. Staff has previously investigated this option and has found it to not be cost effective. In addition, the City does not have. the necessary facilities and certification to perform the work. This alternative is not recommended. RECOMMENDATION: By motion, approve the specifications for Wastewater Laboratory Analysis, Spcn. No. WWT 91-05-06, authorize solicitation of bids and contract award by the CAO, if the lowest responsible bid is within staff cost estimate.
