Regular Meeting of the Investment Oversight Committee
CALL TO ORDER
A Regular meeting of the Investment Oversight Committee was called to order on Thursday,
February 27, 2025, at 3:07 p.m. in the Council Hearing Room at City Hall, 990 Palm Street,
San Luis Obispo, by Chair Jackson.
ROLL CALL
Present: Committee Members Whitney McDonald, Riley Kuhn, Debbie Malicoat,
Jan Marx, and Chair Emily Jackson
Absent: Committee Member Anni Wang
Others Present: Justin Resuello PFM Asset Management LLC, and Michelle
Karpovich, Recording Secretary

1. Review of Minutes of the Investment Oversight Committee Meeting of November
21, 2024

ACTION FOR ITEM 1: UPON MOTION BY COMMITTEE MEMBER MARX SECONDED
BY COMMITTEE MEMBER MALICOAT CARRIED 5-0-1 (with Wang absent), to approve
the November 21, 2024, minutes, as presented.

BUSINESS ITEMS
2. Presentation of the Quarterly Investment Report on Portfolio Performance &
Economic Outlook
Justin Resuello for PFM Asset Management LLC provided an update via PowerPoint
presentation and responded to Committee inquiries.

ACTION FOR ITEM 2: UPON MOTION BY COMMITTEE MEMBER MCDONALD,
SECONDED BY COMMITTEE MEMBER MARX, 4-0-1 (with Wang absent), to approve
the recommendation to accept the report.
COMMENT AND DISCUSSION
Annual Review during the May 22, 2025 meeting.
The Investment Oversight Committee will now be meeting on the fourth Thursday of every
quarter at 10:00 a.m.
ADJOURNMENT
The meeting was adjourned at 3:45 p.m. The next Regular Meeting of the Investment
Oversight Committee is scheduled for Thursday , May 22, 2025 at 10:00 a.m.
