Zoom participation will not be supported. Attendees of City Council or Advisory Body meetings are eligible to receive one hour of complimentary parking; restrictions apply, visit Parking for Public Meetings for more details. INSTRUCTIONS FOR PUBLIC COMMENT: Public Comment prior to the meeting (must be received 3 hours in advance of the meeting): Mail - Delivered by the U.S. Postal Service. Address letters to the City Clerk's Office at 990 Palm Street, San Luis Obispo, California, 93401. Email - Submit Public Comments via email to advisorybodies@slocity.org. In the body of your email, please include the date of the meeting and the item number (if applicable). Emails will not be read aloud during the meeting. Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell your name, the agenda item number you are calling about, and leave your comment. Verbal comments must be limited to 3 minutes. Voicemails will not be played during the meeting. *All correspondence will be archived and distributed to members, however, submissions received after the deadline may not be processed until the following day. Public Comment during the meeting: Meetings are held in-person. To provide public comment during the meeting, you must be present at the meeting location. Electronic Visual Aid Presentation. To conform with the City's Network Access and Use Policy, Chapter 1.3.8 of the Council Policies & Procedures Manual, members of the public who desire to utilize electronic visual aids to supplement their oral presentation must provide display-ready material to the City Clerk by 12:00 p.m. on the day of the meeting. Items raised at this time are generally referred to staff and, if action by the Committee is necessary, may be scheduled for a future meeting. 3.CONSENT Matters appearing on the Consent Calendar are expected to be non- controversial and will be acted upon at one time. A member of the public may request the Parks and Recreation Commission pull an item for discussion. The public may comment on any and all items on the Consent Agenda within the three-minute time limit. 3.a CONSIDERATION OF MINUTES - OCTOBER 1, 2025, PARKS AND RECREATION MINUTES 1 Recommendation: To approve the Parks and Recreation Commission Minutes of October 1, 2025. 4.BUSINESS ITEMS 4.a PARKS AND RECREATION COMMISSION 2025-2027 GOALS SETTING EXERCISE (CHAIR – 20 MIN) Commissioners to review and adopt goals and objectives for 2025-2027. a. 4.b RECEIVE AND DISCUSS PARK AND FACILITY TOUR OUTLINE (AVAKIAN - 15 MIN) Staff to present facility options and discuss route and timeline for annual PRC tour scheduled for November 21, 2025. a. 4.c PRC SUB-COMMITTEE LEVEL OF SERVICE (LOS) AMENITIES DISCUSSION ON THE BLUEPRINT FOR THE FUTURE (PRC – 20 MIN) Commission to discuss and provide any additional advisory topics related to the Parks & Recreation Blueprint and LOS updates. a. 4.d RECEIVE DIRECTORS REPORT: (AVAKIAN - 25 MIN) Current Projects Status Update: a. Due to proximity to holidays, the December 3, 2025 Regular Meeting, will be cancelled and the next Regular Meeting is scheduled for January 7, 2026, at 5:30 p.m. in the Council Chambers at City Hall, 990 Palm Street, San Luis Obispo. CONSENT 3.a CONSIDERATION OF MINUTES - SEPTEMBER 3, 2025, PARKS AND RECREATION MINUTES To approve the Parks and Recreation Commission Minutes of September 3, 2025. BUSINESS ITEMS 4.a RECEIVE PRESENTATION AND RECOGNITION OF JACK HOUSE DOCENT FOR 25 YEARS OF VOLUNTEER SERVICE (STAFF – 10 MIN) a. Commissioner Kincaid recognized Carol Whitaker for her years of volunteer service as a Jack House Docent. Unfortunately, Carol Whitaker could not attend the meeting, but the Docents provided her with a service plaque at a recent Docent meeting. 4.b RECEIVE UPDATE AND PRESENTATION ON THE CITY’S PUBLIC ART PROGRAM (GRIESHOP – 45 MIN) a. Public Art Coordinator to present an update on the recent projects, events, and activities associated with the City’s Public Art Program, including events for “Art-Tober” to celebrate National Arts and Humanities Month in October. Public Art Coordinator, Amanda Grieshop provided a comprehensive slide deck presentation of the program achievements and future projects. Including a July 2024-July 2026 GANT chart timeline presented with review of current programming and collaboration with SLO County Arts. Updates on Youth Summer Camp art classes and collaborations with SLO Senior Center and partnering with city volunteer events and activities. The 15th anniversary of the Box Art Program and celebration were highlighted. Box Art support workshop took place. Developed walking, driving and guided Public Art tours. Public Art in Private Development plans. SLOMA Partnership. Artist Appreciation Event. Infrastructure, maintenance, policy review, and new programming activities for 2026 also presented. Commission Comments: In the future explore ways to include children’s art into the program. 4.c PRC SUB-COMMITTEE LEVEL OF SERVICE (LOS) AMENITIES DISCUSSION ON THE BLUEPRINT FOR THE FUTURE (PRC – 20 MIN) a. Commission to discuss and provide any additional advisory topics related to the Parks & Recreation Blueprint and LOS updates. No update provided. Chair said that topics will be included during the goals discussion agenda item. Page 2 of 5 3 4.d RECEIVE DIRECTORS REPORT: (AVAKIAN - 45 MIN) a. Discuss Park and Facility Tour Options for PRC. Commission reviewed choices and dates. Proposal to prioritize visiting areas that have not been viewed previously. A Friday is preferred with timeline of 8:30 AM – 12:30 PM. Dates of November 7th or 21st proposed. Tour timeline would include lunch. Staff to send email with date confirmation and discuss at next PRC meeting on November 5, 2025. Top suggestions: Jack House Misson Plaza Santa Rosa Park Meadow Park and community center Laguna Lake Park (Playground renovation) Damon-Garcia study session b. Current Projects Status Update: 1. Righetti Community Park – RFP Timeline extended to October 23, 2025 2. Laguna Lake Dog Park – Closure for gates and turf repair update. 3. Mission Plaza Café Kiosk and Restroom Project - Status 4. Righetti ‘Dog Park’ Private Partnership Proposal – Status update and extensive discussion about project partnership with the Friends of SLO City Dog Parks was discussed. 4.e RECEIVE DEPARTMENT UPDATES (HYFIELD / TOLLEY - 40 MIN) a. Divisional Update – Aquatics (September highlights and upcoming October events). Golf (Operations and Maintenance updates). Divisional Update – Community Services (September Scramble success, Boo Bash preparation, Youth Basketball registration opening). Public Art (Allen Root tribute). Senior Programs (Senior social hour and new Senior Center Board and Bylaws). Youth Services (Full-time positions now fully staffed, enrollment numbers and hours of care are increasing). CPRS District 8 Fall Forum. 5. SUBCOMMITTEE LIAISON REPORTS & COMMUNICATIONS: (PRC - 30 MIN) 5.a COMMUNICATIONS (CHAIR - 15 MIN) a. PRC 2025-2027 Goals Setting Exercise b. Commissioners to discuss creation of goals and objectives for 2025-2027. Discussed alignment on key goals such as the Youth Center activities/Youth Center/Community Center pilot program for middle school students. Continue to identify possible spaces which could be candidates for a Youth Center space. Try to identity “quick wins” which are not big-ticket items to keep momentum going. Keep the SLO Swim Center on the list of important items. Follow up discussion to take place at the November 5th PRC meeting. 5.b SUBCOMMITTEE LIAISON REPORTS (CHAIR - 15 MIN) a.
