SUBJECT : SLO TRANSIT CAPITAL PROJECTS AMENDMEN T
RECOMMENDATION S
1.Adopt a resolution authorizing the Public Works Director to execute all require d
documents and any amendments thereto with the California Department of Transportatio n
and California Emergency Management Agency regarding transit security grants .
2.Authorize the Finance Director to award contracts and execute Purchase Orders for bu s
stop safety and security equipment in accordance with the City procurement policy i f
costs are within the budgeted amounts .
DISCUSSION
Backgroun d
The California Emergency Management Agency (Cal EMA) has been delegated the authority t o
award financial assistance for California Transit Security Grant Program (CTSGP) projects . The
program requires adoption of a resolution by any participating agency authorizing th e
expenditure of program funds . As such, staff has prepared the attached resolution (Attachment 1 )
authorizing the Public Works Director to execute all required documents with the Californi a
Department of Transportation and allowing the City to take advantage of Cal-EMA Safety an d
Security funding .
SLO Transit Bus Stop Improvements The SLO Transit system has approximately forty-nine
(49) bus shelters and over 235 bus stops . Bus stop improvement projects are recommended in th e
Short Range Transit Plan for stop modifications and amenities . Since this project will utiliz e
safety and security funding it proposes to install solar lighting or electronic Automatic Vehicl e
Locator (AVL) signs inside selected shelters, or on existing or new sign poles . The project migh t
also include the installation of wireless video monitoring systems at selected stops if approved i n
accordance with the established city video surveillance policy and concurrence by the I T
Steering Committee . Table 1 reflects the CTSGP approved project funding amounts whic h
consists of $4,561 in direct (annual share) allocation and $27,579 in regional discretionar y
allocation .

The San Luis Obispo Council of Governments (SLOCOG) is responsible for makin g
programming recommendations to Cal EMA, and at their April 4, 2012 meeting, the Boar d

programmed $32,140 for this transit project (Attachment 2) that now needs amendment into th e
City's current transit budget . This project is now fully funded and able to move forward pendin g
Council's resolution authorizing procurement .
FISCAL IMPAC T
The SLO Transit Safety & Security Grant Application will utilize funding available through th e
Cal-EMA program . The procurement process for this capital project will be deferred until the
grant funding bonds have been sold by the State (which is anticipated in November 2012) an d
the funds have been received by the city .
There is no fiscal impact to the General Fund by the adoption of this resolution . It is also
important to note that these funds are only available for Capital projects and cannot be converte d
to be used as operational funding for SLO Transit at the Federal or State level .
ALTERNATIV E
Deny the bus stop project.Council could choose not to amend the bus stop project into th e
budget at this time . Staff does not recommend this alternative as this would result in the eventua l
return of grant funding already awarded and available to be used for bus stop improvement .

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISP O
AUTHORIZING THE EXPENDITURE OF TRANSIT SYSTEM SAFETY,SECURITY
AND DISASTER RESPONSE ACCOUNT PROGRAM FUNDS WITH TH E
CALIFORNIA EMERGENCY MANAGEMENT AGENC Y
WHEREAS,the City of San Luis Obispo (referred hereinafter as the City) operates San
Luis Obispo (SLO) Transit ; an d
WHEREAS,The City of San Luis Obispo and SLO Transit are eligible applicants fo r
California Proposition 1B Program funds ; an d
WHEREAS,the California Transit Security Grant Program (referred hereinafter as
CTSGP) has allocated $4,561 of Proposition 1B (Prop 1B) Safety and Security Grant funding t o
be used by the City for capital projects ; and
WHEREAS,the City of San Luis Obispo has been allocated $27,579 in the 2011-1 2
through 2012-13 funding year cycles from the CTSGP program ; and
WHEREAS,the California Emergency Management Agency (Cal EMA) has bee n
delegated the authority to award financial assistance for CTSGP projects and the San Lui s
Obispo Council of Governments (SLOCOG) is responsible for making programmin g
recommendations to Cal EMA ; and
WHEREAS,the City of San Luis Obispo is requesting up to $32,140 in the 201 1-1 2
funding cycle from the CTSGP program for SLO Transit Security Enhancements bus sto p
security capital projects ; an d
WHEREAS,a State assistance grant will impose certain obligations upon the City and wil l
require the City provide $4,561 as the local share of project costs ; and
WHEREAS,the City will provide all annual Certifications and Assurances to th e
Proposition 1B, PTMISEA and CTSGP oversight agencies as required for grant programs .
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San Lui s
Obispo as follows :
SECTION 1 .the Council authorizes the City Public Works Director or his designee to
submit necessary grant paperwork and other required information necessary to program $32,14 0
in 2011-12 CTSGP funding for the Transit Facility Security Enhancement project which include s
$4,561 in FY 2010/11 local CTSGP funding to be used as local match for grant purposes ; an d
SECTION 2 . The City Public Works Director or his designee is authorized to execute an y
documents and take any actions, for and on behalf of the City, a public entity established unde r
the laws of the State of California, necessary in the submittal of this or future applications for th e
purpose of obtaining financial assistance provided by the Proposition 1B, PTMISEA or CTSGP
programs administered by the California Emergency Management Agency .

RESOLUTION ADOPTING TRANSIT SYSTEM SAFETY, SECURITY, AND DISASTER RESPONS E
ACCOUNT PROJECTS FOR FISCAL YEAR 2011/1 2
The following Resolution is now offered and read :
WHEREAS,the San Luis Obispo Council of Governments, hereinafter referred to as the Agency ha s
been designated as the Regional Transportation Planning Agency ; and
WHEREAS,Agency has adopted a Regional Transportation Plan directed at the achievement of a
balanced coordinated transportation system ; an d
WHEREAS,Agency has the legal authority to apply for Transit System Safety, Security, and Disaste r
Response Account funds,and has the institutional, managerial and financial capability to ensure prope r
planning, management and completion of the grant provided by the State of California and administered by th e
California Emergency Management Agency (Cal EMA); and
WHEREAS,the statutes related to state-funded transit projects require a local or regional implementin g
agency to abide by various regulations ; an d
WHEREAS,Agency has the legal authority to apply for and approve local projects for the Transi t
System Safety, Security, and Disaster Response Account bond program administered by the Californi a
Emergency Management Agency(Cal EMA); and
WHEREAS,Agency held a Public Hearing on April 4, 2012 prior to approving Transit System Safety ,
Security, and Disaster Response Account funds for FY 2011/12 ; and
WHEREAS,said Public Hearing was duly noticed by means of publication of public hearing notices in th e
major newspapers in the region .
NOW, THEREFORE, BE IT RESOLVED that Agency, acting as the Regional Transportation Plannin g
Agency, approves the following Transit System Safety, Security, and Disaster Response Account projects a s
presented in Table A :

SUMMARY
This staff report recommends programming $716,970 from two different transit funding sources for 8
projects . The FY 2011/12 Proposition 1B "Safety and Security" program will provide capital funds for transi t
projects that provide increased protection against a security or safety threat . Ultimately, the availability o f
funds through this program is subject to the State's ability to sell bonds . FY 2012/13 Rural Transit Fund s
(RTF) are only available for programming to rural transit operators in the region . This program provide s
both capital and operational funds for non-urban transit agencies . The following projects are recommende d
for funding :
+$247,140 in Proposition 1B "Safety & Security" funds are recommended for 3 projects (Table A )
+$469,830 in Rural Transit Funds are recommended for 5 projects (Table B )
