GENERAL PLAN AMENDMENTS AND REZONINGS (JONAS/462 - 1 hr.) A. GP 1442&D 1518 - VILLA ROSA1518 - VILLA ROSA Public hearing to consider a Planning Commission recommendation to 1) amend the Land Use Element map and zoning map to change the designations from Service-Commercial/Light Industrial (M) to Medium-High 1 Council Agenda August 20, 1991 Density Residential, Planned Development (R-3-PD); and 2) a preliminary development plan for an 89-unit residential condominium for the property located at 842 Mutsuhito Avenue, Stan and Elizabeth Bell, applicants (continued from 7/16/91 and 8/6/91). RECOMMENDATION: Adopt resolution amending the General Plan Land Use Element and zoning maps, and introduce ordinance approving a preliminary development plan and rezoning property from M to R-3-PD for property at 843 Mutsuhito as recommended. RECOMMENDATION: Adopt resolution approving an application to amend the General Plan Land Use Map designation and introduce ordinance amending the official map to rezone property at 399 Foothill Boulevard as recommended. 2 Council Agenda August 20, 1991 Jonas* FINAL ACTION.• Resolution No. 7016 adopted denying an application to Voges* amend the General Plan Land Use Map designation for property at 399 Foothill Boulevard 2. PLANNED DEVELOPMENT REZONING - PD 1521 - McMILLAN AVENUE (JONAS/463 - 20 min.) Public hearing to consider amending the zoning map from Industrial (M) to Industrial-Planned Development (M-PD) and a preliminary development plan allowing large offices for an existing commercial/industrial complex located at 2992 McMillan Avenue; Roger Brown and Jack Foster, owners (continued from 8/6/91). RECOMMENDATION: Introduce to print ordinance amending the official map to rezone property at 2995 McMillan Avenue from M to M-PD and approving a preliminary development plan for large offices as recommended. Ordbwnce No. 1199 introduced to print to rezone property at 2995 Voges** McMillan Avenue from M to M-PD, approving a preliminary development plan for large offices, and exploring the inclusion of changing rooms and shower facility options on the project. Additional finding adopted stating that the proposed cellular business and EOC have been reviewed as part of the process and found to be appropriate as allowed uses. BUSINESS ITEM 3. GENERAL PLAN UPDATE CONSULTANT (JONAS/461 - 10 min.) Consideration of an agreement for preparation of an EIR scope for the General Plan Update (continued from 8/6/91). RECOMMENDATION: By motion, authorize staff to negotiate an agreement with Fugro-McLelland (West), Inc. to prepare an ETR for the General Plan Land Use Element update and the Circulation Element update at a cost not to exceed $85,000 as recommended.
