I am tl dates of UST operations (ie, installation and removal dates);tr a figure showing the (former) UST locations;tr sample results and a list of sampled analytes - I would like to know if BTEX and MTBE were analyzed); andtr any groundwater depth to water and general site geology and hydrology information ln your message, you mentioned that GW samples collected under the excavation were non-detect (ND) for the analytes samples but you mentioned something about the stock pile and in-situ remediation. Typically, a Final lnvestigation Report would include any sample result information for this follow-up remediation. lf you have that Final lnvestigation Report or Final Monitoring Report in your files, I would appreciate that analytical data also (again, specifically BTEX and MTBE) and a summary of remediation activities. Dear Mr. Newsom: On April 22,2003 one waste oil tank was cleaned, removed, and properly disposed of from the address mentioned above. The tank was noted to be in good shape with no holes, and no contamination was observed in or near the tank excavation. Soil samples were collected from along the sidewalls of the tank excavation at a depth of 8 feet. Samples were analyzed for TPH-Motor Oil and CAM 17 Metals, with results below regulatory levels. Provided that all of the information regarding this site is current and correct, we are closing our oversight of this project with no further requirements. Should additional or previously unknown contamination be discovered at the site, further assessment and/or remediation will be required. It will require major modifications and repairs to the system in order for it to pass testing and allow us to continue underground operations. Pacific Gas and Electric has made the decision as a Corporation to remove wherever possible any underground tank no matter what product is stored in said tank. Our plan is to remove the underground tank and replace it with a 300 to 500 gallon double walled aboveground tank for storrng our waste oil. Our project manager has advised me that funds have been placed in next years budget to complete all required work. Our target date to complete this work is by March 31,2003, weather permitting. If our job extends beyond that date we will make other arrangements for storage of waste oil. Dear Mr. Newsom: On Novemb er 1,2002I met technicians from B and T Service Station Contractors on site at the above mentioned facility to conduct secondary containment testing of the underground waste oil tank as per SB 989 requirements. We also performed a tvtonitoring System Certification inspection of the underground storage tank monitoring sytstem inituiing sensors. The monitoring system certification proved successful and was certified as operational and meeting requirements. The testing of the secondary containment system, however, failed as none of the systems could pass the required testing. The failure of the secondary system was due in part to the fact that when the tank systeri was installed there were no provisions for testing as there are today. Specific aieas of the system could not be isolated to allow for testing and therefore were automatically failed. We are requiring that aplan be submitted to our office for the repair or replacement of the faulty systems within 45 days of the inspection (December 15,2002)' Repairs or replacement must be completed by January 3I,2003' If you wish to remove the .rrrd.rgro,rrrd storage tank please complete all necessary forms and include the permit fee no later than December 31, 2002. After removal of a cement foundation in the northwest corner of the yard the odor of a petroleum product was detected see site diagram (attachment l). The job was halted and a call was placed to my office for assistance. I contacted Zymaxlabs and had them retrieve a soil sample for analysis (attachment 2) When the sample came back with a strong TPH finding, I then requested a test for pCB (attachment 3). On the morning of May 28,1998,I contacted your Department with information about the spill. After a joint site visit a plan of attack was developed for handling the spill. Six samples were taken on the perimeter of the site in order to determine the limits of the affected area (attachment 4 - 9 ). With all samples Pl through P6 coming back as ND, we over excavated the original site and removed approx, 54 yards of soil and shipped them to chemical waste Management via Allwaste Transportation for disposal. Two bottom samples (81 & 82) were taken after excavation to assure all oil was removed (attachment 10 & l1). At the same time at your request the original sample from (attachment 2) was tested by Zymax for metals (attachment 12).
