Kerry-
PG&E collected groundwater samples beneath the San Luis Obispo Service Center located at 4325 S. Higuera Street,
San Luis Obispo, in the vicinity of the former underground storage tanks (USTs). The lab results detected TPHd,
toluene, and MTBE upto220 ppb, 1.3 ppb, and 1.2 ppb, respectively. A map of the sample locations, a table that
summarizes the lab data, and the complete lab report are attached.

The groundwater samples were collected in the vicinity of the former USTs that were removed in 1996. During the 1996
removal of the USTs, groundwater samples were collected from beneath the removed USTs and detected low
concentrations of BTEX. Based on the sampling results, the San Luis Obispo County Environmental Health determined
no further action was required per their March 29, '1996 letter.
Per our telephone conversation today, I understand that an UST Unauthorized Release Report doesn't need to be filed at
this time since it appears that the TPHd, toluene, and MTBE detections in the groundwater are associated with the
operation of the former USTs that were removed in '1996. No USTs currently exist at the Site. PG&E will submit a formal
report of the investigation activities and findings, with conclusions and recommendation, in May 2010.

DATE: July 14, 1998
Spoke with Mike Newsom (595-6337) today regarding the status of their UST system. As it turns out,
there is one 500 gallon waste oil tank at this site. This tank is currently in use. B&T Construction will
be assessing the system to determine what upgrade work if any needs to be done to meet the 12122198
regulatory requirements. Mike will let me know as soon as he knows. If they decide to keep the tank in
operation, Mike will send me an updated business plan and financial responsibility forms. I will send
him Forms A, B, and C to be completed and returned to this office.

On May 21,lggS during construction at our San Luis Obispo service center a historic
spill siie was discovered. After removal of a cement foundation in the northwest corner
oitft" yard the odor of a petroleum product was detected see sito diagram (attachment 1).
The job was halted and a call was placed to my office for assistance.
I contacted Zymaxlabs and had them retrieve a soil sample for analysis (attachment 2).
When the sample came back with a strong TPH finding, I then requested a test for PCB
(attachment fi. On the morning of May 28,1998,I contacted your Department with
information about the sPill.
After a joint site visit a plan of attack was developed for handling the spill- Six samples
were taten on the perimeter of the site in order to determine the limits of the affected
area (attachment 4 - 9 ). With all samples Pl through P6 coming back as ND, we over
excavated the original site and removed approx. 54 yards of soil and shipped them to
Chemical Waste Manug*-"ntvia Allwaste Transportation for disposal'
Two bottom samples (B1 & 82) were taken after excavation to assure all oil was
removed (attachment l0 & 11). At the same time at your request the origrnal sample
from (attachment 2) was tested by Zymax for metals (attachmerrt 12). All results were
reported to yolrr office and verbal permission to close was obtained'

We would first like to thank you and your staff for your cooperation and professionalism regarding the
cleanup of contaminated soil at the above-referenced site.
Based on the final analytical cleanup results and the information provided by your office, it has been
determined that no significant soil contamination associated with the above-referenced (new) building
pad area remains.
There[ore, assuming that the information provided was accurate and representative of existing conditions, it
is the position of this office that no additional sampling or cleanup of the area in question is required. It
should be noted that this letter does not relieve the property owner of any responsibilities mandated under
the Calilornia Health & Safety Code if existing, additional, or previously-unidentified contamination is
discovered.
