Higuera Street, San Luis Obispo, California PN: 185702213 Stantec I April26, 2010 ,) Stantec UNDERGROUND STORAGE TANK INVESTIGATION REPORT PACIFIC GAS AND ELECTRIC COMPANY Results April26,2010 I' I I I ; I I ; : I ; : : 3.0 Results 3.1 SUBSURFACE STRATIGRAPHY AND GROUNDWATER OCCURANCE Based on the EC logs, the area of investigation is underlain by soils interpreted as an interbedded heterogeneous sequence of sands, silty sands, silts, and clays of varying thickness. Soil layers greater than a few feet thick exhibiting conductivity values of less than 50 milli-Siemens per meter or mS/M (interpreted to be composed predominantly of sand) were encountered within the upper 40 ft-bgs in all borings. These sand layers are interbedded with layers characterized by higher conductivity values (greater than 50 mS/M) and interpreted to be finer-grained sediments (silts and clays). Groundwater was encountered and groundwater samples were collected within the upper 20 ft-bgs at boring locations SLO-1, SLO-2, and SLO-4. Groundwater sampling was attempted in SLO-3 within the upper 17.5 ft-bgs and in SLO-2 at 20 to 24 ft-bgs and 32 to 36 ft-bgs, but free-draining groundwater was not encountered within these intervals. 3.2 MIP PROFILE RESULTS The MIP sensors (FlD and PID) indicated possible low levelVOC impacts at boring SLO-2 from 10 to 1B ft-bgs. All other MIP borings showed no evidence of volatile fuel hydrocarbon impacts to the subsurface. 3.3 ANALYTICAL RESULTS Groundwater analytical results are summarized on Table 2. Results were compared to the Maximum Contaminant Levels or MCLs established for drinking water by the California Department of Public Health (CDPH), which are enforceable regulatory drinking water standards. There are two types of MCLs, primary and secondary. Secondary MCLs are established for aesthetic reasons such as taste, odor or color, and are not health-based standards. Primary MCLs are health-protective standards that must be met by public water systems. Groundwater data were screened against primary MCLs. For chemicals lacking an MCL, the CDPH Drinking Water Notification Level or DWNL (formerly referred to as "action levels") was used for comparison. Notification levels are health-based advisory levels established by CDPFlfor chemicals in drinking water that lack MCLs. For comparison purposes, MCLs and DWNLs are included on Table 2. Complete laboratory analytical reporis and COC records are provided in Appendix D. A total of three grab groundwater samples were chemically analyzed during this investigation. TPHd was detected above the laboratory reporting limit in allthree samples at concentrations ranging from 150 to 2201tg/-. At Stantec's request, the laboratory re-analyzed the samples for TPHd after subjecting the samples to a silica gel pretreatment procedure (EPA Method 3630C). This procedure uses silica gel to remove non-petroleum organic matter (polar constituents) prior to analysis. Toluene and MTBE were detected in the groundwater sample from boring SLO-2 at concentrations of 1.3 pg/L and 1.2 pg/L, respectively. No other petroleum hydrocarbons or fuel constituents were detected in any of the samples. 3.3.1 Quality Assurance and Control Review Field- and laboratory-based quality assurance/quality control (OA/OC) measures were implemented during this investigation to ensure that the data are valid and are of adequate quality for their intended purpose, Field QA/QC samples included a trip blank sample. A blind duplicate sample was not collected due to insufficient water volume in the boreholes. All downhole sampling equipment was thoroughly decontaminated between sampling locations to minimize potential cross-contamination. Laboratory OA/QC measures were consistent with those required by the analytical methods and included matrix spike/matrix spike duplicate samples, method blanks, surrogate spikes, and laboratory control samples' No target analytes were detected in the trip blank sample. Laboratory testing results for groundwater samples revealed only minor concentrations of toluene and MTBE in a single groundwater sample. concentrations reported in the sample were below their respective MCLs. Results of this investigation are consistent with data collected at the time of UST removal in 1996. Based on current investigation findings and the previous source removal and investigation findings, Stantec concludes that that no significant leakage from the former USTs occurred. Minor residualfuel hydrocarbons in shallow groundwater are localized, at concentrations below drinking water standards, and do not pose a threat to surrounding water supply wells. Dear Mr. Newsom: On April 22,2003 one waste oil tank was cleaned, removed, and properly disposed of from the address mentioned above. The tank was noted to be in good shape with no holes, and no contamination was observed in or near the tank excavation. Soil samples were collected from along the sidewalls of the tank excavation at a depth of 8 feet. Samples were analyzedfor TPH-Motor Oil and CAM 17 Metals, with results below regulatory levels. Provided that all of the information regarding this site is current and correct, we are closing our oversight of this project with no further requirements. Should additional or previously unknown contamination be discovered at the site, further assessment and/or remediation willbe required.
