HomeMy WebLinkAboutItem 6d - Advisory Body Appointment for an Unscheduled Vacancy on the Area Agency on Aging Commission Item 6d Department: Administration Cost Center: 1021 For Agenda of: 11/18/2025 Placement: Consent Estimated Time: N/A FROM: Greg Hermann, Deputy City Manager Prepared By: Sara Armas, Deputy City Clerk SUBJECT: ADVISORY BODY APPOINTMENT FOR AN UNSCHEDULED VACANCY ON THE AREA AGENCY ON AGING COMMISSION RECOMMENDATION Confirm the appointment of Corene Canaan to the Area Agency on Aging Commission (AAA) for the remainder of the vacated term expiring June 30, 2026, and a consecutive 2-year term expiring June 30, 2028. POLICY CONTEXT The Advisory Body Handbook outlines the recruitment procedures, membership requirements, and term limits for City advisory bodies. The Handbook also contains the bylaws for reach City advisory body, some of which include additional membership requirements. The City Council Policies and Procedures Manual describes the “Appointment Procedure” and “Process” for Advisory Body appointments. Recruitment and appointment recommendations were performed in conformance with all recruitment procedures, processes, and bylaws founds in these resources. California Government Code Section 54972, Local Appointments List (Maddy Act) requires that on or before December 31st of each year, each legislative body shall prepare an appointments lists for their boards, commissions, and committees whose mem bers serve at the pleasure of the legislative body. This obligation was met and is on -going. DISCUSSION Area Agency on Aging The Area Agency on Aging (AAA) Commission is a regional commission serving the San Luis Obispo and Santa Barbara Counties. There are 12 -members on the board with equal representation from both Counties. The City of San Luis Obispo appoints one member that is a resident of the County of San Luis Obispo and is either a participant in a local aging program, a family caregiver, service provider, representative of the aging and disabled community, veteran, or a member of the public age 55 or older. Page 31 of 509 Item 6d The City Clerk’s Office received notice of an unscheduled vacancy on the AAA in April 2025. As this position was not part of the annual 2025 advisory body recruitment, there were no applications on file for consideration. The Clerk’s Office was directed by the Council Liaison Subcommittee, consisting of Mayor Stewart, to open a new recruitment. After continuously recruiting for 6 months, we received 1 potential application that met the requirements for membership. Upon review of the application and completion of an interview, Mayor Stewart recommends Corene Canaan to fill the unscheduled vacancy expiring June 30, 2026, and an additional full 2-year term expiring June 30, 2028. Public Engagement Following Maddy Act guidelines, notices were posted in the City Information kiosk outside City Hall and on the Advisory Body Vacancies page of the City’s website alerting the public that the city was accepting applications for the vacancy on the AAA. In addition to those locations, the Clerk’s Office in collaboration with the Communications team completed extended public outreach via e-notifications to City website subscribers and fliers submitted to various community organizations such as the Rotary Club of San Luis Obispo and the Senior Center Executive Board. The public will also have the opportunity to provide public comment before or at the City Council meeting on November 18, 2025. ENVIRONMENTAL REVIEW The California Environmental Quality Act (CEQA) does not apply to the recommended action in this report, as the action does not constitute a “Project” under CEQA Guidelines Section 15378.
