As outlined in the Council Agenda Report, the reorganization establishes a unified department led by a Director of Public Works and Utilities, supported by two Assistant Directors who will oversee the Public Works and Utilities branches, respectively. These roles are designed to strengthen strategic alignment, improve operational coordination, and enhance service delivery across the department’s broad portfolio of capital projects, maintenance operations, mobility services, and utilities programs. The job description for the Director of Public Works and Utilities (Attachment A) outlines the department-level leadership responsibilities of this role, including oversight of engineering, maintenance, mobility services, water and wastewater operations, solid waste and recycling programs, and utilities administration. This position provides high - level policy guidance, strategic direction, and coordination with the City Manager’s Office, City Council, and external partners while ensuring the effective delivery of essential services. The job descriptions for the Assistant Director of Public Works (Attachment B) and the Assistant Director of Utilities (Attachment C), each of which serves as the senior management level administrator for one of the department’s two major operational branches, is responsible for planning, directing, and evaluating all programs and initiatives within their respective service areas. The Assistant Directors will be in charge of ensuring that the respective operational branches are carrying out the policy guidance and strategic direction communicated by the Director, City Manager, and City Council, working with the existing Deputy Directors who are tasked with overseeing the day-to-day operations of each of their divisions. Assistant Directors will develop and implement the department’s budget, will coordinate the work of the department across teams and, in addition to the duties listed in the attachments, will serve as Acting Director when the Page 61 of 529 Item #6F – Consolidation of the Public Works and Utilities Departments Page 2 Director is unavailable, will support emergency operations of their respective branches, and will oversee responses to constituent correspondence. Additionally, staff are submitting an updated Attachment B - Exhibit A to the Resolution - Regular and Limited Term Employee Salary Schedule, to address a required change to the salary grade number for the new Assistant Director of Public Works and Assistant Director of Utilities classifications. The salary grade for these jobs has been updated from 365 to 366 due to an Enterprise Resource Planning system limitation, as grade 365 was previously assigned to a job that is now inactive. Performs highly responsible and professional work in managing, planning, organizing, developing, and directing divisions, programs, and activities of the Public Works and Utilities Departments. Formulates departmental policies, goals, and directives; provides expert professional assistance to City management staff on matters relating to public works and public utilities and interfaces with public officials, residents, and other agency leadership. CLASS CHARACTERISTICS: This position has department-level responsibility for overall policy development, program planning, fiscal management, and operation of varied functional areas, including engineering (capital projects, development review, design, inspection, and survey), maintenance (facilities, fleet, parks, trees, and streets), mobility services (transportation, parking, and transit), municipal water supply (production, treatment, storage, control, distribution, conservation, metering and customer service programs), wastewater collection (industrial monitoring and pretreatment, treatment, and water resource recovery programs), solid waste, recycling and organic waste programs and franchise management, and utilities administration and engineering. Reporting to the Assistant City Manager, the incumbent has responsibility for developing and implementing department goals, objectives, and work environment standards in addition to furthering City goals and objectives. The Director of Public Works and Utilities is distinguished from the other department management staff by its broader scope of functional responsibility, budgetary authority, and decision-making authority in matters affecting the prioritization of departmental services, as well as its greater external interfaces with other departments, the City Council, and external partners and stakeholders. SUPERVISION RECEIVED AND EXERCISED: The Director of Public Works and Utilities receives policy direction from the Assistant City Manager, Community Services, within a framework of broad policies, procedures, organizational values, and processes, and participates on the City’s Executive Leadership Team. The Director of Public Works and Utilities exercises supervision over professional, technical, and clerical personnel as assigned.
