RE: Underground Tank Removal - 796 Foothill Blvd.
Dear Mr. Polin:
Based on the analytical data provided by C.K.C. Inc. regarding the underground tanks
removed at 796 Foothill Blvd. and the recent lab results submitted by Cal Coast Excavation
regarding the aeration of soils removed from this site, it has been determined that all
significant soil contamination has been removed. AIso, all required documentation has been
received.
Therefore, assuming that the information provided was accurate and representative of
existing conditions, it is the position of this department that no additional soil sampling or
soil clean-up of this site is required. However, since groundwater has been impacted, it is
your responsibility to contact and/or meet the requirements of the Regional Water Quality
Control Board.
Please be advised that this letter does not relieve you of any responsibilities mandated by
the California Health & Safety Code if additional or previously unidentified contamination is
discovered at this location.

The first set of groundwater samples contain gasoline
constituents in concentrations that usually require
clean-up (e. S. remediation).
Groundwater is found in a confined bedrock aquifer
with a gradient to the southwest. This flow direction
precludes the significant contamination migration from
locations on the south side of Foothill Boulevard.
SITE LOCATION
Breeze Service Station is at t,he northwest corner
of an irregular shaped intersection at 796 Foothill
Boulevard (figure 1). The site is within a commercial
zorLe of fairly gentle topography. The service
stationr 3s shown in Figure 2, has a retail building
northwest of the centrally locat,ed underground fuel
tank area. The site is paved with asphalt and cement
concrete. At the tine of the site visit, t,he station
$ras in operation.
AREA AND STTE GEOLOGY
The regional mapping of Clarence ttal1 (U. S.
Geological Survey Map MF 686' L975) identifies two
sedimentary sequences within and near the subj ect
site. The older is Frinciscan Melange (rock mixture);
the younger sedinents are Quaternary age a11uvia1
deposits. Franciscan rocks are the 1oca1 bedrock and
are primarily arkosic sandstones and wacke sandstones
with minor zones of sheared sha1e. Depth to bedrock

LABORATORY ANALYSTS
SMC Laboratories of Bakersfield, Ca1 ifornia
analyzed the 10 soil sanples subnitted for analysis.
One sarnple ltas a background organic lead sanple from
the near surface at the north of the s ite. The
remaining nine samples !{ere soil or bedrock sanples
obtained with drilling tools. The latter nine samples
lsere tested for constituents of gasoline such as
benzene, toluene, xylene, and total petroleum
hydrocarbons. Those samples having any petroleum
constituents rrere then analyzed for organic 1ead.
The three samples from the near surface clay
horizon contained less than 16 ppn total volatile
petroleum hydrocarbons. Discernable concentrations of
benzene, toluene, and xytene (BTX) were found only in
those samples near the bedrock and soil contact. This
was the case in Borings 2 and 4. The remaining
samples were from deeper depths in the bedrock and no
petroleum products were found within the d etection
limits of the laboratory analysis.
The three groundwater samples, one from each
monitoring we11, cont,ained quantifiable amounts of BTX
and Tot,a1 Petroleum Hydrocarbons. It should be noted
there was greater sensitivity in the ltater analysis.
Constituents lrere exanined to the parts per billion
range for water (nicrograns per liter) rather than the
parts per million range (nicrogram per gram) as
performed for the soil. The sanple with the highest
leve1 of petroleum constituent concentrations Idas from
Well 4 which eras closest to the underground storage
tanks. A significant decrease was noted in We1ls 2
and 3 about 40 feet downgradient from Well 4. For
exanple, benzene levels were 283 ppb in Well 4, and 34
and 35 ppb, respectively, in We11s 2 and 3.

The laboratory anaLys is indicates the soils
contain petroleum products, and many have limit'ed
zones with above average petroleum concentrations,
espec iaI 1y around the t ank and tank p lumb ing
locations. Further, there is 1ittle or no
contamination near the waste oil tanks. Finally,
there is s ignificant contamination of the first
aquifer inmediately adj acent to the underground fuel
tanks. The contamination drops off significantly a
few tens of feet downgradient from the underground
tank area.
coNcl.usroNs
The field investigation shorls subsurface
stratigraphy is fairly uniform within the property
boundaries of the Breeze Service Station. Sandstone
and shale bedrock is the matrix for a confined aquifer
that flows through interconnected fractures in the
bedrock. The static water level in we11s is about 8
feet below the surface of the site.
0verlying the bedrock are 3 to 7 feet of native
and fill sandy clay soils.
Laboratory analysis of 9 soil and bedrock samples
show petroleum contamination is linited to shallow
depths and is spotty Laterally. 0rganic lead lras not
detected in any soil or bedrock sample containing
petroleum. Groundwater samples indicate significant
petroleun contanination exists with the highest
concentration of contamination near the underground
f uel tanks. Twent,y to thirty f eet downgradient of the
fuel tank, concentrations are approxinately 1/10th of
those near the tank.

This department has reviewed the repdrt from Ken Maloney regarding your property.
As indicated, results show that the soil and groundwater is contaminated with petroleum
hydrocarbons at a concentration exceeding established levels by both State Department of
Health Services and the regulatory agency (San Luis Obispo Fire Department). Therefore,
this department will require that all contamination be r6groved an{'lawf ully disposed of
as hazardous waste. / /
Prior to removal of the contamination you must submit a written plan of correction
to this department showing the following:
Clean-up method to be used.
Identify professional consultants, labs, clean-up companies and haulers to be
used.
Final destination of the wastes (State permitted disposal site, treatment or re-
cycling facilities).
Date the work is scheduled to be completed.
Plot plan of your facility.
Necessary permits from applicable agencies (Fire, Police, Water Department,
etc.).
Approval is required from this department prior to clean-up activities commencing.

The system used to perform the test is the Horner I'Ezy-Chek'r Tank
Testing System. This system meets or exceeds the NFPA #329 guidel ines'
These guidelines are the basis of all mandated requirements at the state'
county or local agency levels. The system is caPable of detecting a
product volume variance rate of O'05 9al lons per hour'
The product volume variance rate must account for many variables
in testing; such as tank end deflection, vaPor pockets trapped in the
system, and strati fication of product temperature. This variance rate
was established as an equipment tolerance' rather than a permissible

Dear Mr. Smith:
The purpose of this report.is to transmit. the results from Central Coast
Tank Testingrs precision tests of the underground stor.age tanks at Kwik
Serv,796 Foothill Blvd., San Luis 0bispo, California performed on Oct-
ober 20 , 1987':

We assume no responsibility for product leakage. Our responsibility
extends only to testi.ng of tanks as tight or not tight, as of the date
tested, wi thin the accuracy tolerance of the Horner Testi.ng System.
BACKGROUND
Fuel delivery was made the evening before the testi.ng to one of the
10000 gallon storage tanks. Presently, this fueling facility is using
one of the three stor,age tanks.' Transfer of product was ndcessary to,;.
top this. first tank. The remaining -two tanks also required this transfer
procedure. All testing was performed at a sqbgrade level due to seepage
in the fill risers at the-couplings. This area of the tank systems
would normal ly be without'product during operating conditions
Groundwater wab assumed to be at fifteen feet and had no effect on the
testing. Effects of evaporation and entrapped vapor was not apparent or
observed during the testing.
RESULTS
Tank.#1.: 10346 gallon'unleaded system. The system was tested over a
period of. two hours and tested- tight. The hydrostitic pressure appl ied
during ihe test was approximately 0.91 psi and.3.38 psi, top and bottom
of the tank respectively. Temperature'change per interval stabilized and
b.egan to trend in thefirst hour. The level change per interval was re-
s'pond i.ng wi th . temperature and showed a ga i n i ng t rend.
Tank #2 - 103\6 gal lon unleaded sytem. (middle tank). The sy.stem was tes-
ted over a period of one hour and.f ifteen minutes. 'A settle out time of
approximateiy one hour is the reason for the'short test. The system tes-
ted tight. The hydrostatit pressure applied during the'test wds approx- "
imately 0.57 psi and 3.04 psi, top..and bottom of 'the'tank respectively.
Both temperature change,and observed Ievel change were consistent'through
out the test.

Dear Mr. Raya:
Enclosed please find the results of the tank integrity tests performed
at Breeze Kwik-Serv #2, 796 Foothill Blvd., San Luis Obispo, CA on
0ctober 24, 1985. The system used for the tests is the Horner "Ezy-
Chek'r Tank Testing System. This system meets NFPA requirements and is
capable of detecting a leak rate of 0.05. gallons per hour.
This criteria of 0.05 gallons per hour is not to be construed as a
permissible leak rate. Rather, it is an accuracy tolerance of the
testing equipment and allows for the many variables involved.
We assume no responsibi I ity for product leakage. 0ur responsibi I ity
extends only to testing of tanks as tight or not tigh't, as of the date
tested, within the accuracy tolerance of the Horner Testing System.
The reports enclosed indicate that all three gasoline underground
storage tanks passed as tight. The tests performed were low tests
(tank only). Therefore, additional testing of the product I ines needs
to be performed. The normal high tests (complete system) could not
be done due to the drop tubes. The drop tubes have been pushed beyond
reach.or have been installed three feet below grade.
