Buena Resources, lnc. has summarized and reviewed the results from the six samples
taken from the 790 Foothill Road site. The samples were taken by staff from Pacific
petroleum Company on February L7,2Q2L and delivered to OEC Laboratory in Santa
Maria, CA.
DISCUSSION OF RESUI-TS
Hydrocarbons were reported in two samples which were at the NW Tank Bottom with
gasoline range at52 mg/kgand diesel range hydrocarbons at 2,500 mg/kg and at the SE
Tank Bottom with diesel range at 15 mg/kg. The NW Tank Bottom Sample exceeds the
Region lt Environmental Screening Level (ESl-) for diesel range hydrocarbons and will
require additional excavation and resampling. The SE Tank Bottom is well below the
action level of 26A me/kg, no additionalwork is required at this sample location.

p&@^r.[ samples which required further testing by STLC and TCLP extraction methods. This
W)" f,Z additional testing is required to deterrnine if the levels exceeded State and Federal
(?vir&5 soluble thresholds which would rnake the material hazardous. The soluble results

reported tevels that are below both the Federal and State hazardous thresholds for this
particular metals.
Sample SE Wall did report TTLC Chromium at 200 mg/kg which exceeds the ESL for
residential and commercial sites. This sample location will require additional excavation
and resampling. Nickel reported TTLC level of 340 mg/kg at the NW Wall, 400 mg/kg at
the NE Wall, 340 mg/kg at the SE Wall, 330 mglkg at the SW Wall and 180 mg/kg at the
Soil Pile Composite Sample location. All of these samples exceed the ESL for nickel at
both residential sites and commercials sites. Allwall samples require additional
excavation and resampling. ln the case of the Soil Pile Composite Site, this material
would have to be disposed as non-hazardous, regulated soil and can't be used as backfill
on this site.
CONCLUS!ONS
The results indicated that the NW Tank Bottom 5ample location exceeded the ESL for
diesel range hydrocarbons and requires additional excavation and resampling. The
following samples exceeded the ESL for TTLC Chromium: NW Wall, NE Wall, SE Wall,
SW Wall and the Soil Pile Composite. AllWall sample locations will require additional
excavation and resampling. ln the case of the Soil Pile Composite, this materialcan't be
used as backfill and rnust be disposed as non-hazardous, regulated soil.
It is our opinion that discrete samples should be taken at soil pile sites such as this.
Composite samples give a "mixed" sample which just dilutes the levels reported,
sometimes allowing regulated materialto be used as "clean" soils and left on the site.

Subject: Additional Laboratory Results for 790 Foothill Road, San Luis Obispo, CA
Dear Molly:
Buena Resources, lnc. has summarized the two new background samples taken at this site
with the previously sampled data from the six samples taken from the 790 Foothill Road
site. The samples were taken by staff from Pacific Petroleum Company on February 17,
Z02L and March 25,2A2L. These samples were all analyzed by OEC Laboratory in Santa
Maria, CA.
DrscussloN oF RESULTS
The two new samples taken at the site are samples taken upgradient 50'-60' from the
excavation and would be considered to be background samples for this site. The results
did indicate elevated chromium of 110 mglkg at the East Wall Background sampfe with
nickel reporting 29O mglkg-The nickel would be above the ESL for residential soils.
The second sample, which was the North Wall Background sample, had no elevated
nickel or chromium levels and were well below the ESL in both cases.

It appears that this data would indicate that there is a band of serpentine rock sub-
surface in this area that is accounting for the elevated chromium and nickel levels

reported in some of the wall samples. This is likely why the deeper tank bottom
samples did not report elevated chromium or nickel.
