Jona Community Development Director PREPARED BY: Jeanette Di Leo, Long Range Planner SUBJECT: Open Space Element Schedule CAO RECOMMENDATION: That the City Council review the attached schedule (Exhibit 2) and support this schedule in concept. DISCUSSION: This report provides a revised timetable for the Open Space Element based on recent City Council and Park and Recreation Commission actions. BACKGROUND: On June 25, 1991, the City Council discussed forming an Open Space Element Advisory Committee (OSEAC) and utilizing a consultant for two components of the Open Space Element. The Council supported the idea that forming an advisory committee and conducting workshops would provide a format for public input, a means for staff to assess community concerns and desires, and a method to achieve community acceptance and financial support for a future open space program. Thus the Council supported in concept the creation of an OSEAC and conducting public workshops for the Open Space Element. At the June, 1991 meeting the Council directed staff to return with additional information regarding the OSEAC's size and organization, and additional information regarding why a consultant was necessary to prepare a financial study and facilitate workshops. On September 10, 1991, staff returned to the City Council with the information requested at the June, 1991 meeting. At the September meeting the Council supported utilizing a consultant for components of the Open Space Element (i.e. , workshop facilitation and a financial study) ; however, the Council referred the formation of the OSEAC to the Park and Recreation Commission. On October 2, 1991, the Park and Recreation Commission (PRC) reviewed the size and organization of the OSEAC. At this meeting the PRC approved, in concept, (a) a committee that will have between 10 and 17 members, (b) noticing and sending application forms to those groups and organizations listed in Exhibit 1, and (c) that the Community Development Department should send out the notices, and come back to the PRC with committee member recommendations as soon as possible. i����llll ll� s city o� San OBISpo COUNCIL AGENDA REPORT Open Space Element Schedule - page 2 STAFF COMMENTS: Originally workshops with the OSEAC had been planned to begin in late April, 1991. Since there was some confusion regarding the OSEAC's formation and the purpose of the workshops, these items were postponed until clarification could be provided to the City Council. During the Land Use Element update a second schedule was provided for the Open Space Element. This schedule anticipated that workshops would start in late September, with workshops ending I in late December, 1991. Again, this schedule was postponed because Committee formation was still being organized and discussed by the City Council and eventually by the Parks and Recreation Commission. Since delays have occurred, it seemed necessary to provide the Council with a project schedule which is based on recent Council and PRC actions. Exhibit 2 (see attached) represents a proposed scheduled for the Open Space Element based on current City Council and Park and Recreation Commission direction. As denoted in this exhibit, formation of the Open Space Element Advisory Committee will occur between October, 1991 through middle January, 1992 . Forming the OSEAC includes: sending out applications and notices to those j organizations and agencies noted in Exhibit 1; allowing one month for these agencies and organizations to respond (a month is allowed for publicity purposes and because most organizations meet monthly) ; reviewing applications, preparing a report for the PRC and a consent, report for the City Council (for appointee recommendations) ; and finally, contacting selected OSEAC appointees and arranging for the first workshop. While the OSEAC is being formed, staff will use this time to (a) prepare an Open Space Element workbook, and (b) complete j administrative items related to the Element. It is planned that staff ' s time would be spent exclusively on these items. The Element's workbook will help identify issues and data that should be considered during the workshops, providing the basis for the Draft Open Space Element. Comments from the advisory committee will be incorporated into the Element' s workbook and, if necessary, the workbook's format will be changed to accommodate committee concerns. . Administrative items related to the Element include working with consultants (as necessary) , working with County staff on various items (including such items as transfer of development credits) , and completing draft maps that will be utilized for the workshops and the Open Space Element. After the OSEAC has been formed it is anticipated that the first workshop would be scheduled in early February, 1992 . As noted in Exhibit 2, the first five workshops would be scheduled a month apart, with the remaining workshops scheduled in two week intervals n uir�ij�IilVII���j�j��@► I��p city O� Sdn WIS OBISpO = COUNCIL AGENDA REPORT Open Space Element Schedule - page 3 (i.e. , Workshbp 6 would be scheduled two weeks after Workshop 5, . etc. ) . Assuming all seven workshops are necessary, the last workshop would be completed in July, 1992 . The first five workshops were scheduled in month increments for numerous reasons. Such a schedule allows sufficient time for ideas to be evaluated by both staff and the public. This schedule affords time for staff to research issues and provide documentation prior to the next meeting when such documentation is necessary. A major reason for forming the OSEAC was to provide a means for community input. The proposed schedule allows for this participation, allowing time for participants to report back to their various organizations and agencies, and time for committee members to receive input from their organizations/agencies on each workshop item. This timeline also provides adequate time for the financial study to be completed for OSEAC review. As scheduled, the financial study contract would begin in late January and would be completed in late April. The report would be distributed to the OSEAC and interested members of the public in April with review of the document scheduled for Workshop 4 (i.e. , in May, 1992) . After OSEAC review is completed (after Workshop 7) , the Open Space Element would be revised by staff (based on Committee comments) . The revised document would then be distributed to the public, the Park and Recreation Commission, the Planning Commission, and the City Council. Once distributed, PRC review would begin. As this review is occurring staff anticipates completing the Element's environmental assessment. It is envisioned that environmental review for the Open Space Element can be completed by the EIR consultant utilized for the Land Use Element and Circulation Element updates (under a separate contract which would be approved by the Council) . Environmental review would be expected to be j completed prior to or in the early stages of Planning Commission review. FISCAL H"ACT: The costs associated with the proposed schedule have already been incorporated into the budget for the Open Space Element. There are no new costs associated with this schedule. RECODAZNDED ACTION: a. That the City Council: 1. Proceed with development of the Open Space Element without using an advisory committee or workshops. Instead have staff prepare a working draft of the Open Space Element for Park and Recreation i Commission, Planning Commission, and City Council review. Park and Recreation Commission review would start in February, 1992. (Such a review schedule would potentially not allow the same level df public participation. ] 3. To save review time, schedule workshops one through 5 in closer intervals (e.g. , every two or three weeks versus every four weeks) .
