P.C.1. Gary Felsman, 2234 Santa Ynez, expressed concem about the apparent delay of
sidewalk repairs on Buena Vista Street and also urged the Council to complete the Open Space
PA
Element of the General Plan Update by November 1992.
P.C2. Tim Farrell, SSS Ramona Drive #63, expressed concem about recent comments made
by Mayor Dunin regarding support of Whale Rock water to the City of Morro Bay if State water
is approved

C-3 FIRE STATION STORAGE STRUCTURES (NEUMANN/R-46X)
Consideration of plans and specifications for a storage building at Fire Station No.
2 located at 136 North Chorro Street, City Plan No. R-46X; estimated to cost $58,000
(plans and specifications available in Council Office for inspection).
RECOMMENDATION: By motion, approve plans and specifications for a storage
building at Fire Station No. 2, authorize staff to advertise for bids and authorize the
City Administrative Officer to award contract to lowest responsible bidder within
architect's estimate as recommended.

C-4 AGREEMENT FOR ANIMAL REGULATION SERVICES (GARDINER/761)
Consideration of a multi-year agreement with the County of San Luis Obispo for
Animal Control and Spay/Neuter services at a cost of $136,000 for Fiscal Years
1991-93.
RECOMMENDATION: Adopt resolution authorizing the Mayor to sign a multi-
year agreement with the County for Animal Control and Spay/Neuter services as
recommended.

1. APPEAL - GENERAL PLAN AMENDMENT & REZONING GP/PD 1516
(JONAS/407 - 30 min.)
Public hearing to consider an appeal by Dennis Moresco of a Planning Commission
action to deny a request to amend the Land Use Element map and zoning map to
change the designations from Conservation/Open Space (C/OS) to Office (O-PD)
and review of a preliminary development plan for a four building regional office
complex for property located at the northeastern corner of Prado Road and Highway
101 (40 Prado Road).
RECOMMENDATION: By motion, continue Council consideration until after
acceptance of an updated Draft Land Use Element as recommended.
Jonah* FINAL ACTION.- Resolution No..7047(Resolution 'B") adopted upholding an appeal
of a Planning Commission's action to deny a request to amend the Land Use Element
map and zoning map to change the designations from Conservation/Open Space
(C/OS) to Office (O-PD)for property located at the northeastern corner of Prado Road
and Highway 101 (40 Prado Road).
2. SHORT RANGE TRANSIT PLAN (HAMPIAN/549 - 2 hrs.)
Public hearing to consider the third and final component of the Short Range Transit
Plan (SRTP), 1991/92 - 1995/96 Operating and Capital Program (Short Range
Transit Plan previously distributed).
RECOMMENDATION: By motion, 1) approve the third and final component of the
Short Range Transit Plan (SRT?), 1991/92 - 1995/96 Operating and Capital
Program, including modifications recommended by staff in Attachment 1; and 2)
direct staff to return at a later time with necessary modifications to the transit
program budget as recommended.
