1. UNREINFORCED MASONRY ORDINANCE (BAASCH/707 - 90 min.)
Public hearing to consider an ordinance establishing seismic strengthening standards
for unreinforced masonry buildings by creating a new appendix to the Building Code.
RECOMMENDATION: Introduce ordinance to print establishing (1) seismic
strengthening standards for buildings of unreinforced masonry (URM) construction,
and (2) administrative regulations requiring all URM Buildings be structurally
analyzed within 18 months and that any URM building subject to major remodel or
occupancy change be strengthened to the established standards as recommended.
Jonah** FINAL ACI70N.- Staff directed to report back in January with modifications to the
Voges** seismic safety ordinance as discussed this evening including the issue of tax exempt
status, and also the sprinkler retrofit ordinance ensuring consistency between effective
dates for each. Council urged lobbying efforts be made to the State recommending
various legislative changes to the State seismic regulations, specifically Zone 3 and Zone
4 requirements.
2. APPEAL - FREESTANDING SIGNS - FOOTHILL & SANTA ROSA
(SANV=/407 - 30 min.)
Public hearing to consider an appeal by Rob Strong on behalf of Steiner Properties
and Ted Maino of an Architectural Review Commission action to deny two proposed
"off-site" shopping center identification signs; one at 179 North Santa Rosa Street
(former Crest Pizza - proposed Carl's Jr.) and one at 948 Foothill Boulevard
(University Square Shopping Center).

RECOMMENDATION: Adopt resolution denying the appeal and allowing one off-
site sign at 179 North Santa Rosa Street subject to the findings and conditions as
recommended.

Voges* Exception granted to the Tree Policy to allow the planting of trees for the project using
potable water.
3. TENTATIVE MAP - 3523 S. HIGUERA (JONAS/410 - 15 min.)
Public hearing to consider a Planning Commission recommendation to approve a
tentative map for Tract 2084 to create five commercial condominium units and one
common lot at 3523 South Higuera Street; Steven Frank, property owner; William
and Jutta Portzel, applicants/property owners.
RECOMMENDATION: Adopt a resolution approving the tentative map, with
findings and conditions as recommended.

Introduction of Beautification, Award Chairperson Shawna
Nicholson.
The BIA Beautification Committee is proud to sponsor the
Third Annual Beautification Awards to recognize outstanding
contributions to the downtown community. The efforts of
those businesses which will be recognized this evening
continue to make San Luis Obispo a beautiful place in which
to live and work.
The Beautification Awards have traditionally encompassed the
following areas:
BEST NEW CONSTRUCTION evaluates design excellence,
craftsmanship, duarbility of construction, and contextual
appropriateness.
BEST REMODEL Public and Private follows the same criteria
as the BEST NEW CONSTRUCTION category.
BEST MAINTENANCE involves overall cleanliness and repair up
keep.
BEST MERCHANDISING includes signange, attention-getting
displays, lighting, seasonal merchandising, year-round
consistency, concept uniqueness, and cleanliness.
MAYOR'S AWARD is given for overall excellence in any of the
above stated categories.
No entries were nominated for the 1991 BEST NEW CONSTRUCTION
award.
The panel of judges this year included Jeff Baque, Reinarch
Incorporated; Mayor Ron Dunin, City of San Luis Obispo; Lon
Lundberg, Lundberg & Associates; Micheal Multari, Crawford,
Multari & Star; Marshall Ochylski, Land Plans; and Dodie
Williams, Planning Commissioner.
The Beautification Awards were chaired by Shanwa Nicholson,
County Bank.

This year, the Beautification Award panel of judges felt it
was important to recognize those projects in the public
sector which have dramatically improved the appearance of
the downtown community.
Serving as a symbol of the historic preservation efforts
combined with a dedication to providing the community with a
historic and cultural heritage, it is a pleasure to award
the 1991 BEST REMODEL-PUBLIC CERTIFICATE OF EXCELLENCE to
the JACK HOUSE and the CITY OF SAN LUIS OBISPO. I would
like to ask a representative to please come forward to
accept the award.

COUNCIL MEMBER PENNY RAPPA
The private sectors commitment to maintaining downtown San
Luis Obispo as a thriving commercial core is evident by the
financial and personal support of the business sector.
This year, the judges had several nominations in this
category making the decision even more difficult. It is
with great pleasure that I present this years CERTIFICATE OF
