Re Agenda Item 6b Private Sewer Lateral Program
Dear Mayor and Councilmembers,
On behalf of the San Luis Obispo Coastal Association of REALTORS®, I write in strong
support of increasing the rebate amount under the City’s Private Sewer Lateral
Replacement Program.
Our members work closely with homeowners, buyers, and sellers and regularly see how
aging or failing laterals create financial strain, delay transactions, and discourage repairs.
The existing rebate has been an effective incentive to replace outdated infra structure and
protect the reliability of the City’s wastewater system , while remaining a voluntary
program.
The cost of sewer lateral replacement often exceeds the current incentive, making it
difficult for homeowners to move forward. Increasing the rebate will encourage
participation, reduce failures, and improve public health and environmental outcomes.
We also encourage the City to provide a clear path for new construction in capacity -
constrained areas to contribute directly to the program fund without requiring developers
to locate individual homeowners. This would streamline compliance and strengthen t he
program overall.
