The San Luis Obispo Property Owners Association has reviewed the staff report
and the revised Draft Ordinance to the Uniform Building Code for Seismic
Strengthening Provisions for Unreinforced Masonry Buildings. The Board of
Directors has conditionally approved the ordinance. The Board objects to the
failure of the staff report to include a discussion of the QJyja participation in the
cost reimbursement of the required structural analysis. Earlier discussions with
staff and the staff report of December 3, 1991 indicate that the City may be willing
to credit the cost of preparing the. structural analysis against the fees that will be
subsequently required for building permits. The cost and fiscal impact of this
credit need to be evaluated.
We believe that building incentives and financing issues, like the structural
analysis credit, are critical to the success of the retro-fit program (position letter
10- 29 -91), and therefore, pertinent to the discussion or the ordinance.

The BIA Board of Directors would like to thank the city staff for
working with the BIA, Chamber of Commerce and Property Owners
Association on the seismic retrofit ordinance.
The BIA concurs with the staff report developed for the Seismic
Strenghtening Standards for the January 21, 1992 City Council agenda.
The cost of completing an engineering analysis and, utimately,
retrofitting buildings could create a financial hardship for many
property owners in the downtown.
Therefore, the BIA would request that staff continue to work on a
finance program as part of any future seismic strengthening programs.
The system of crediting the cost of the engineering analysis toward the
building permits should be the start of -a more comprehensive program.
The BIA looks forward to being part of the continuing process of
developing the seismic strenghtening program.
