Background Project Description Covelop, Inc. (“Project Applicant”) has proposed a new mixed-use development at 365 Prado Road, currently referred to as “Clark Field Crossing” or herein as “the Project”. The Project would include construction of:  222 residential units (mix of single- and multi-family, including 48 affordable units)  10,000 sq. ft. neighborhood-serving commercial  90,000 sq. ft. mini-storage facility  1.29-acre privately maintained public park The Project site is located within the Margarita Area Specific Plan (MASP) area, at the southeast corner of the Prado Road & Serra Meadows Road intersection. The Project would include construction of a new street extension south of Prado Road (Davis Road), forming the south leg of the Prado Road & Serra Meadows roundabout. Access to the Project would be provided via two driveways on Davis Road, and a right-in/right-out driveway on Prado Road. Figure 1 below shows the general Project location, while Attachment A includes the Project site plan. Attachment B includes more detailed Project Circulation design concepts. Page 13 of 28 Active Transportation Committee Agenda Item 4A November 20, 2025 Page 2 Figure 1: Project Location Proposed Circulation Improvements Circulation improvements proposed with the Project include: a) Davis Road Extension – Construction of a new two-lane local street south of Prado Road, with on-street parking, landscaped parkway and a shared-use bicycle/pedestrian path along the east side of the street1. This would include construction of the roundabout splitter island and pedestrian crossing at the south leg of the Prado/Serra Meadows/Davis roundabout. b) Prado Road Frontage – Frontage improvements include new curb/gutter, landscaped parkway, a shared-use bicycle/pedestrian path, and eastbound on-street buffered bicycle lane2. c) Temporary Sidewalk Connection – Installation of a new temporary asphalt pedestrian sidewalk along the south side of Prado Road extending 500 feet west of Serra Meadows/Davis Road, providing interim pedestrian connectivity between the Project and existing sidewalk terminus. d) Off-Site Shared-Use Bicycle/Pedestrian Path - A shared-use bicycle/pedestrian path is proposed to extend from Davis Road southwest to Innovation Way, providing connectivity between Prado Road and to Tank Farm Road. As proposed, the shared-use path would also extend through the Project site to the east, linking with the proposed 1 The west side of Davis Road would be constructed with a temporary asphalt curb, with permanent frontage improvements (i.e. curb/gutter, sidewalk, landscaping, etc.) to be constructed by future private development. 2 The Prado frontage will be constructed to provide width for a future second eastbound traffic lane and on-street bike lane but will be striped with a single eastbound traffic lane and wide on-street buffered bike lane in the interim until a second eastbound traffic lane warranted in the future. 365 Prado Davis Rd (New Street) Page 14 of 28 Active Transportation Committee Agenda Item 4A November 20, 2025 Page 3 neighborhood commercial uses and a future off-street path network envisioned as part of future development of the MASP and Airport Area. e) On-Site Circulation – On-site circulation plans include internal pedestrian pathways connecting the residential uses to the on-site park and commercial uses, and construction of a new two-lane public local street with on-street parking, traffic calming features, and connectivity to future MASP development to the east. A comprehensive Multimodal Transportation Impact Study (TIS) is being prepared for the Project and is currently in progress. While final recommendations of the TIS have not yet been finalized, the following recommendations are anticipated based on analysis completed to date:  Contribute fair share transportation fees towards construction of the planned Prado Creek Bridge and Prado/US 101 Interchange Projects.  Provide a pedestrian connection west of the Project site to the existing sidewalk network on Prado Road.  Install buffered on-street bicycle lanes along Prado Road between S. Higuera Street to Serra Meadows/Davis Road (Note the Prado Creek Bridge Project will install protected bike lanes along this segment, which may be completed prior to the 365 Prado development).  Preserve right-of-way and construct the off-site shared-use path connection between Davis Road and Innovation Way, if funding allows.  Construct the Prado Road Project frontage consistent with the Active Transportation Plan, including construction of a shared-use path along the south side of Prado Road.  Construct bicycle facilities along Davis Road. Project Phasing As currently proposed, the Project would be constructed in three (3) primary phases, which are highlighted within Attachment A:  Phase 1-2 – Construct Prado Road frontage, residential units on northern portion of site, and portion of Davis Road from Prado Road to northernmost Project driveway.  Phase 3-5 – Construct remaining residential units on south side of site, on-site park, remainder of Davis Road, remaining on-site streets, and extension of off-site shared-use path to Innovation Way.*  Phase 6 – Construct commercial & storage uses in southern portion of the site. *Final details regarding timing and funding strategy/responsibility for the off-site shared-use path have not yet been finalized and require further coordination between City and Applicant. Discussion City staff and the Project Applicant are seeking input from the Active Transportation Committee (ATC) on pedestrian and bicycle infrastructure and circulation considerations associated with the Page 15 of 28 Active Transportation Committee Agenda Item 4A November 20, 2025 Page 4 Project, specifically for Davis Road, where the Applicant has proposed a design that differs from the City’s adopted 2021 Active Transportation Plan (ATP) and MASP. For reference, proposed bicycle facilities in the vicinity of the Project as identified in the ATP are shown below. Figure 2: 2021 Active Transportation Plan Bicycle Facilities in Project Vicinity Davis Road Design The City’s ATP proposes on-street bicycle lanes on Davis Road. The 2004 MASP also recommends on-street bicycle lanes on Davis Road, with no on-street parking, as shown in Figure 3 below. The Project Applicant has proposed an alternate design for Davis Road, which includes on-street parking and a sidewalk-level shared-use pedestrian bicycle path along the east side, and no dedicated on-street bikeways. The currently proposed design is shown in Figure 4 below. Page 16 of 28 Active Transportation Committee Agenda Item 4A November 20, 2025 Page 5 Figure 3: Davis Road Cross Section (Previously Proposed) Figure 4: Davis Road Cross Section (Current Proposal) Staff are supportive of the alternative proposal for Davis Road for the following reasons:  The shared-use path provides a facility well suited for bicycling of all ages and ability levels (Goal 1.2 of the Active Transportation Plan), while providing a reasonable on- street option for more experienced riders, who are likely comfortable sharing the on- street traffic lane with vehicles on a low-volume roadway.  The plan would provide an intuitive, continuous shared-use path connecting the Prado Road corridor with Tank Farm Road.  With the previous ATP/MASP design concept, which excludes on-street parking, there would be a greater likelihood of illegal parking/loading in the bicycle lane, particularly with the current land use proposal for higher-density residential and neighborhood- serving commercial uses along Davis Road. The proposed design provides on-street parking and off-street bikeways to avoid this conflict. East Side West Side Frontage Improvements by Future Development 365 Prado Frontage 12’-0” 3’-0” Page 17 of 28 Active Transportation Committee Agenda Item 4A November 20, 2025 Page 6  Because the shared-use path would cross a small number of driveways, which are new and can be proactively designed to minimize conflicts with the pathway (i.e. raised crossings, high-visibility warning signage, clear line-of-sight, etc.), there are minimal safety concerns with introducing a two-way bicycle facility in this context. Because this design proposal differs slightly from the City’s adopted plans, staff is seeking ATC concurrence and input on this proposal. Further discussion is provided below regarding plan/policy consistency of other pedestrian and bicycle facilities proposed with the Project. Prado Road Pedestrian and Bicycle Facilities The ATP proposes protected bikeways on each side of Prado Road between S. Higuera Street and Serra Meadows/Davis Road, and shared-use bicycle/pedestrian paths and on-street striped bike lanes on each side of the street from Serra Meadows/Davis Road east to Broad Street. As shown in the typical cross section below, the Project proposes to construct their Prado Road frontage consistent with the ATP, mirroring the improvements already in place on the north side of Prado Road. Figure 5: Proposed Prado Road Cross Section As noted previously, staff intends to recommend that the Project also install on-street striped bike lanes on Prado between S. Higuera and Serra Meadows/Davis Road, if protected bike lanes planned as part of the Prado Creek Bridge Project have not yet been installed. Off-Street Shared-Use Path (Davis Road to Innovation Way) The ATP proposes a shared-use path connecting the end of Davis Road to the existing wide sidewalk path on Innovation Way to the southwest. The Project would propose to advance construction of this path as part of the development, pending further confirmation of environmental feasibility and funding for this improvement. The proposed alignment for this path is shown inFigure 6 below, and in Attachment B. Staff is supportive of the proposal to advance construction of this path in conjunction with the development project. Does the committee have any other questions or input regarding the Project’s bicycle and pedestrian infrastructure and circulation? Next Steps As part of the required entitlement review process, there will be several future opportunities for public input on the Project. A Draft Environmental Impact Report (EIR) is expected to be released for public review in early 2026, and the final Project proposal will go before the Architectural Review Committee (ARC), Planning Commission and ultimately the City Council for final approval later in 2026. The ATC’s input will be considered to help guide final Project planning and staff will provide an update to the committee when the Project is scheduled for final approval.
