Lots of people honking and yelling. It is against the Municipal Code to have a car wash on the street per SLOMC 10.36.080. ZBT's event was posted on Instagram and also documented by video. Video will be sent to John Mezzapesa and Rami Salem. ZETA BETA TAU ALSO HELD AN ILLEGAL CAR WASH ON 10/18/2024 AND CODE ENFORCEMENT WAS NOTIFIED BEFOREHAND (See Email sent to John Mezzapesa on 10/16/2025 Subject: "Unpermitted fraternity with event scheduled on Friday 10/18/2024". That email also included posts from their Instagram account. They were previously notified during this academic year that a paid car wash on city streets is illegal according to SLOMC 10.36.080 but they do not care. Post for the event on 5/30/2025 is attached. On 05/30/2025, I proactively observed that the residents at 205 Albert were having a fraternity sponsored car wash. I took photos of the event. I informed the residents that they are holding an unsanctioned event in an unpermitted property for fraternal use. I informed that it is a land use violation. The residents shut the event down. No further incident. On 06/02/2025, I visited 205 Albert and informed them that I will be creating a code case for land use violation. I informed them that I will be posting the notice of violation on the door of the house. No further incident. There was a tarp blocking the view of the waterslide and party in the courtyard between the three houses on the property. The citation was issued to GRAHAM GOULD, and he is a Fraternity member and an officer of Phi Kappa Psi. The fraternity has a main chapter house right next door at 280 California but likely did not hold the event there because they have recently received two Citations for noisy parties of 150 people and 100 people. THIS EVENT WAS REGISTERED WITH CAL POLY BEFOREHAND TO BE HELD AT 1844 MCCOLLUM OR 250/248 GRAND AVE, AS BOTH PROPERTIES ARE OCCUPED BY THETA CHI AND SHARE AN UNFENCED BACKYARD. The event was the annual "Theta Ch-Island" dayge and was cited by SLOPD with 100 people listed at around 2:30 PM. The party had far more than 100 people! The fraternity had "lookouts" and fraternity members with walkie talkies to communicate about law enforcement. SLOPD body cam video, including contact with Fraternity members. The Citation was issued to Joseph Lederer and he is a member of Theta Chi and the "Social Events Manager" for the Fraternity. SLOPD cited the event with 200+ people. This is an annual event for Beta Theta Pi that is usually held at 1327 Foothill, but the Fraternity decided to hold it at 377 Albert because they have too many citations at 1327 Foothill, including an Unruly Gathering Citation for this exact same annual event in May 2024. THIS PARTY WOULD BE REGISTERED WITH CAL POLY GREEK LIFE OFFICE BECAUSE FRATERNITIES ARE REQUIRED TO REGISTER PARTIES AT LEAST 5 DAYS BEFOREHAND, THEREFORE CAL POLY SANCTIONED THIS EVENT AT THIS ADDRESS BEFORE IT HAPPENED. The City can confirm the address of this illegal fraternity by accessing Cal Poly's records of events. SLOPD cited the event at appx 3:15 PM. I inquired about the reason for moving the annual event from 1327 Foothill to 377 Albert. He stated that it was not an event of any kind. He stated that it was just a party with friends. This was a fraternity-related event with the same features as others, such as fraternity members wearing safety vests standing in the front yard to check sorority members and guests into the party. THIS PARTY WOULD LIKELY BE REGISTERED WITH CAL POLY GREEK LIFE, AS IT IS REQUIRED THAT ALL FRATERNITIES REGISTER THEIR PARTIES AT LEAST 5 DAYS BEFOREHAND. The fraternity had a party tent in its backyard with colored disco-type lights and loud music. The backyard was full of people, and at least 30 females were lined up from the gate/tarp to the backyard, down the driveway to the sidewalk. I could hear the party from our house and had to go down to the location to find the address. Staff patrolled the neighborhoods around CalPoly on Friday, Saturday and Sunday documenting any evidence of events occurring. Staff spoke directly with fraternity members at two locations on Friday, and were advised by residents that “no rush events were occurring” despite a large number of people in the rear yards, some wearing shirts with Greek letters. Some locations moved all operations to the rear yard upon learning that code enforcement was patrolling the neighborhood and refused to answer the door when attempting contact. On Saturday and Sunday, code enforcement staff patrolled the neighborhoods and took photos from the public right of way as appropriate. Upon arrival I observed the front entry doorway to be open. I knocked and announced myself to the tenants. The tenant were sitting in the entry room. Padilla and I observed a Theta Chi placard on the wall with pictures of the fraternity members on it. The placard was placed on the wall directly across from the entry doorway. I informed the tenants of the reason for my visit. I asked them if they'd had a fraternity party or an event recently. They stated that they are friends who belong to a fraternity who get together every now and again. They asked if someone complained and I informed them that the city is ensuring that tenants are not operating as a fraternity in homes or neighborhoods where it is not permitted. The tenants seemed upset and said that it was non of our business what they do in their own home and that they haven't noticed any disruptions in the neighborhood or neighboring homes. I reiterated that they the city would be informed in case of a complaint that we were just doing our jobs by ensuring that residential homes do not operate as a fraternity satellite homes where they are not permitted to do so. What's new is that in the last several weeks a very large Greek sorority or fraternity sign has been placed on the garage, sometimes raised up sometimes not (see photo). That makes me concerned that a fraternity or sorority, perhaps informal, is being located there. That seems way out of scale for this neighborhood. And it seems unlikely we are zoned for that anyhow; the public records show it as a single-family home, even though the expanded site is looking more like a small apartment building these days than the manageable student rental of it past.
