1. CALL TO ORDER
A Regular Meeting of the Council Compensation Committee was called to order
on October 22, 2025 at 5:30 p.m. in the Council Hearing Room at City Hall, 990
Palm Street, San Luis Obispo, by Member Pease.

3. CONSENT
3.1 CONSIDERATION OF MINUTES - SEPTEMBER 30, 2025 COUNCIL
COMPENSATION COMMITTEE MINUTES
Motion By Member Foote
Second By Member Johnson
To approve the Council Compensation Committee Minutes of September
30, 2025.
CARRIED (5 to 0)

4. BUSINESS ITEMS
4.1 COMPARISON CITIES COMPENSATION DATA
Director of Human Resources Nickole Domini and Human Resources
Manager Jeff Andrews provided a brief presentation and responded to
Committee inquiries.
The committee requested the following to be brought back for
discussion/review at the next Regular Meeting:
• Confirm compensation received by Advisory Bodies for the City of
Santa Barbara.
• The relationship between population, city budget and median
income vs pay.
• Total compensation (salary and benefits) for the City of SLO.
• Add the following columns:
o Hourly rate based on the estimated hours per week for each
City.
• Remove the following columns:
o Cafeteria Plan opt-out
o Government type

4.2 ADVISORY BODY MEETING INFORMATION
City Clerk Teresa Purrington provided a brief presentation and responded
to Committee inquiries.
The Committee requested the following changes to the spreadsheets.
• Include the average meeting length per year.
• Exclude meetings that did not have quorum.

4.3 FIVE-YEAR HISTORY OF COUNCIL EXPENDITURE REIMBURSEMENT
City Clerk Teresa Purrington provided a brief presentation and responded
to Committee inquiries.

5. COMMENT AND DISCUSSION
5.1 STAFF UPDATE
City Clerk Teresa Purrington provided the following updates: Survey
Responses Received
• City Council: 7
• Advisory Bodies: 53
• Open City Hall: 305
Full survey results to be provided to Committee members in the November
13th Agenda Packet.
Candidate Education Forum will be held November 13, 2025.
6. ADJOURNMENT
The meeting was adjourned at 7:15 p.m. The next Regular Meeting of the
Council Compensation Committee is scheduled for November 13, 2025 at 5:30
p.m. in the Council Hearing Room at City Hall, 990 Palm Street, San Luis
Obispo.
