1. CALL TO ORDER
A Regular Meeting of the Council Compensation Committee was called to order
on November 13, 2025 at 5:35 p.m. in the Council Hearing Room at City Hall,
990 Palm Street, San Luis Obispo, by Chair Howell.

3. CONSENT
3.1 CONSIDERATION OF MINUTES - OCTOBER 22, 2025 COUNCIL
COMPENSATION COMMITTEE MINUTES
Motion By Member Price
Second By Member Pease
To approve the Council Compensation Committee Minutes of October 22,
2025.
Ayes (6): Member Johnson, Member Pease, Member Price, Member
Tseng, Vice Chair LeMieux, and Chair Howell
Absent (1): Member Foote
CARRIED (6 to 0)

4. BUSINESS ITEMS
4.1 COMPARISON CITIES COMPENSATION DATA
Human Resources Director Nickole Domini and Human Resources
Manager Jeff Andrews provided an overview of the staff report.

Action: By Consensus the Committee directed staff to file the updated
2025 market survey for council compensation and advisory body stipends
for nine comparison agencies.
Committee Member Foote arrived at 5:45 PM.
4.2 AVERAGE LENGTH OF ADVISORY BODY MEETINGS BY YEAR
City Clerk Teresa Purrington provided an overview of the information
provided in the staff report.

4.3 SURVEY RESULTS FROM THE CITY COUNCIL COMPENSATION
SURVEY, ADVISORY BODY MEMBER SURVEY, AND COMMUNITY
MEMBER SURVEY
The Committee reviewed the survey results received from active and
previous City Council members. active and previous Advisory Body
members and the Open City Hall Survey.

Action: By consensus the Committee asked staff to provide the following
at the next meeting:

Professional Development
A sample of what has historically been spent
• # lunches
• Conference fee, 3 nights in a hotel, Per diem
Elevated service to the city
• What has historically been spent for 2 policy meetings a year
35% CPI catch up from last update
Council Compensation
• Calculations using current average median income at 20, 25, 30,
35 and 40 hours
• What compensation would be if the CPI increase was used.
Advisory Body Compensation
• If 80% and 100 % of all advisory body members were paid $25.00
per meeting up to $75
• Total amount currently paid to Planning Commission and
Architectural Review Commission.

The meeting was adjourned at 7:42 p.m. The next Regular Meeting of the
Council Compensation Committee is scheduled for December 9, 2025 at 5:30
