SUBJECT: Public Hearing to consider a Community Development Block
Grant application in the amount of $444 , 000 to purchase and remodel
the Women's Shelter
CAO RECOMMENDATION:
It is recommended that the Council:
1. Adopt a resolution approving the Community Development Block
Grant application in the amount of $444, 000 to purchase and
remodel the Women's Shelter, and direct staff to forward the
application to the State Department of Housing and Community
Development.
2 . Approve the Citizen Participation Plan for the Community
Development Block Grant Program.
DISCUSSION:
Background
As part of the 1990 State Community Development Block Grant (CDBG)
funding cycle, the City of San Luis Obispo sponsored and received a
$30, 000 grant on behalf of the Women's Shelter to conduct the planning
studies needed in connection with securing a permanent shelter
facility (State guidelines require government entities to apply for
CDBG funding) . In accordance with the grant, the Women's Shelter
conducted a program needs assessment, evaluated potential shelter
sites, and reviewed funding sources available to purchase a permanent
shelter, among other activities. These studies confirmed the need for
a Shelter, demonstrated that their present facility, with minor
modifications, represented the most appropriate long term location,
and affirmed that CDBG monies were the best source of funding
available to purchase the site.
With this information in hand, the Shelter again approached the
Council and requested City sponsorship of a 1992 funding cycle CDBG
application to purchase and remodel their shelter facility (due to
confidentially of site location, staff is not disclosing the address) .
The Council approved this request on February 18 and directed staff
to schedule a public hearing for March 17 to formally consider the
Women' s Shelter application.
Summary of Proposal
As authorized by the Council on February 18, a CDBG application has
been prepared by the Women' s Shelter (with assistance from Peoples '
Self Help Housing) to purchase and remodel their shelter facility.

The grant proposal, as requested, is for $444, 000 and contains the

following components:
* purchase of current Women's Shelter site (estimated cost -
j $318, 075)
j
j * remodel of house located on site (estimated cost - $65, 925)
j
* program and grant administration (estimated - $60, 000)
The first component of the grant will be used to purchase the property
j (this will result in a savings of approximately $24 , 000 in rental
payments each year) . The second component of the grant will be used
for remodel projects geared toward making the house more functional.
Projects include: repairing roof and porch leaks, installing a modern
septic system, making handicapped accessibility improvements,
repairing antiquated plumbing and electrical fixtures, installing a
modern forced air heating system, enlarging a bedroom and bathroom
area, creating a private area for senior clients, etc. The final
component of the grant will be used to fund program and grant
administration expenses.
Administration of Grant
Should the City be successful in obtaining the CDBG monies, the
Women's Shelter, with assistance from Peoples' Self Help Housing,
would be responsible for all phases of program and grant
administration. Approximately $57, 000 is available within the project
budget to contract with Peoples' Self Help Housing to oversee the

purchase and remodel of the facility and follow through with State and
Federal reporting requirements for the grant.
The City will be responsible for monitoring the grant to insure that
the Women's Shelter (via Peoples' Self Help Housing) is carrying it
out in accordance with CDBG guidelines (approximately $3 , 000 is
available within the project budget to accommodate this activity) ,
insuring the property is used as a women's shelter over the long term
(meeting this obligation would take the form of an agreement between
the City and the Women's Shelter and would be adopted after grant
award - see Exhibit 13 in CDBG application) , and contributing a total
of $1, 500 toward the project. The $1,500, which helps to demonstrate
local commitment, represents a $1, 000 contribution for remodel permit
fees (staff is proposing that the $1, 000 be funded with a portion of
the Women's Shelter's 1992-93 Grants-In-Aid allocation) and a $500 in-
kind contribution for the costs of conducting an annual audit on the

Citizen Participation
The State requires each jurisdiction participating in the CDBG Program
to develop and implement a Citizen Participation Plan (see Attachment
2) . This Plan sets out the process the City will use to insure that
the public, especially those of low and moderate income, is able to
provide input into the application development and approval process.
The City's Plan complies with State guidelines.
In following the City's Plan, a public workshop was held on February
11 to provide interested citizens with information on the CDBG
Program, such as potential projects seeking funding, expected funding
to be available during 1992 , types of projects that would qualify,
etc.
The community was, again, brought into the process on February 18 of
this year when the Council authorized the preparation of the Women' s
Shelter application. The March 17 public hearing represents the
community's final opportunity to comment on the application prior to
submission to the State.
CONCURRENCES:
The Women's Shelter has executed a purchase agreement with the
property owner of the site and secured the support of the Shelter' s
neighbors to pursue the CDBG application. In addition, the Community
Development Department has reviewed the shelter site analysis and
determined that their present location is appropriate from a land use
perspective.
FISCAL IMPACT:
Approval of this recommendation will result in a total cost of $1, 500
to the City. This represents the City's local contribution toward the
application. Staff recommends that $1, 000 be funded through the Human
Relations Commission's 1992-93 Grants-In-Aid process (The City has
routinely provided grants to the Women's Shelter for many years now.
Because it is likely that the Women's Shelter will receive funding in
1992-93, staff recommends that a portion of these monies be used to
fund our local share of the CDBG grant) . The remaining $500
represents the costs for the State required audit of the grant. These
expenses can be covered within the City's existing contract for
outside audit services. City staff expenses related to monitoring the
grant are fully reimbursable ($3, 000 has been set aside in the
application budget to accommodate these expenses) .
