CALL TO ORDER : ROLL CALL : Council Agenda Tuesday, May 1, 201 2 PUBLIC COMMENT PERIOD FOR ITEMS NOT ON THE AGENDA (not to exceed 15 minute s total ) The Council welcomes your input . You may address the Council by completing a speaker sli p and giving it to the City Clerk prior to the meeting . At this time, you may address the Counci l on items that are not on the agenda . Time limit is three minutes . State law does not allow th e Council to discuss or take action on issues not on the agenda, except that members of th e Council or staff may briefly respond to statements made or questions posed by person s exercising their public testimony rights (Gov . C2.JOHNSON, SOUTHWOOD AND VETERANS HALL (VETS) SEWER LINER , SPECIFICATION NO . 91052 .(WALTER/GUZMAN ) RECOMMENDATION : 1) Approve Plans and Specifications for the Johnson, Southwood , and Vets Sewer Liner Project, Specification No . 91052 . 2) Authorize staff to advertise fo r bids and authorize the City Manager to award the contract if the lowest responsible bid fo r the Johnson, Southwood, and Vets Sewer Liner Project is within the Engineers Estimat e of $268,000 . C3.LAGUNA LIFT STATION REPLACEMENT EQUIPMENT PURCHASE . (MATTI NG LY/M ETZ ) RECOMMENDATION : Authorize the sole source purchase of pumps, prefabricated we t well with pre-rotated pump basins, and associated equipment from Flo Systems in th e amount of $345,000 to expedite the replacement of the Laguna lift station and authoriz e the City Manager to execute all documents related to this purchase . C4.ADOPTION OF AN ORDINANCE AMENDING TITLE 1 .24 OF THE MUNICIPA L CODE (ADMINISTRATIVE CITATIONS).(JOHNSON/CRUCE ) RECOMMENDATION : Adopt Ordinance No : 1576 (2012 Series)amending Chapte r 1 .24 of the Municipal Code . 2 Council Agenda Tuesday, May 1, 201 2 C5 .RESOLUTION SUPPORTING PROPOSITION 29, THE CALIFORNIA CANCE R RESEARCH ACT .(DIETRICK ) RECOMMENDATION : Adopt a resolution supporting California State Proposition 29 , the California Cancer Research Act . BUSINESS ITE M B1 .CONSIDERATION OF PARKING RESTRICTIONS TO ADDRESS ADVERS E NEIGHBORHOOD IMPACTS OF LONG TERM PARKING OF VEHICLES AND , USE OF VEHICLES AS HOUSING ON PUBLIC STREETS . (GESELL/HORCH/CODRON/DIETRICK/JOHNSON/GESELL — 1 HOUR ) RECOMMENDATION : Direct staff to develop amendments to the Municipal Code to : 1 ) improve parking enforcement regulations to complement existing parking and zonin g regulations ; and 2) address the adverse impacts of long term parking and storage o f large vehicles and use of vehicles as housing on public streets and property . COUNCIL LIAISON REPORTS (not to exceed 15 minutes ) Council Members report on conferences or other City activities . Time limit—3 minutes . COMMUNICATIONS (not to exceed 15 minutes ) At this time, any Council Member or the City Manager may ask a question for clarification, make a n announcement, or report briefly on his or her activities .
