Landing Page: Parks and Recreation - Current Projects Emerson Park Amenity Updates and Beautification Project Emerson Park is in the downtown core of San Luis Obispo, adjacent to the Parks and Recreation Department main office building (1341 Nipomo Street). Current amenities at Emerson Park include two bocce ball courts, an old basketball court, community garden plots, a weathered black top, playground, picnic tables, turf area with an old backstop, and new exercise equipment. There are currently no public restrooms within the park for families with small children to utilize while playing at the park. The City of San Luis Obispo has started the design of a project that will bring the existing amenities and services to current safety and ADA standards at Emerson Park (except for the exercise equipment that was recently replaced through another project and the community garden area that may be upgraded in-house with City staff). This project is funded through a Prop 68 State Park Grant. The Emerson Park Amenity Updates and Beautification Project includes adding a restroom, dog park and updating two bocce ball courts, replacing playground equipment, and renovating the existing basketball court. The City values the input from our community and have organized opportunities to receive community feedback on the concept layouts. Your input is greatly appreciated! 1. Commission to discuss and provide any additional advisory topics related to the Parks & Recreation Blueprint and LOS updates. 4.c RECEIVE DIRECTORS REPORT: (AVAKIAN - 45 MIN) a. 2025-2026 Budget Update - Current and Projected Impacts. The financial plan and year one budget were approved on June 17, 2025, by the City Council and implemented on July 1, 2025. The PRC Commission comments and input were provided. b. Righetti Community Park - RFP timeline was originally September 11, 2025, but was amended to October 9, 2025. The project start is slated for January 2026. The Commission reviewed plans for the Community Park and the Linear Park. c. Emerson Park Renovation Project – Concept Designs were presented to the Commission. Project funding (including the Prop 68 Grant support) will be in 2026. d. Status Update of Current Projects: 1. Mission Plaza Café Kiosk and Restroom Project: Concessionaire vendor has been selected and contracts are being created. Project completion of restroom facility and updated courtyard is anticipated for completion in November. 2. Rotary “Peace Pole” Project Proposal - The informational structure will be installed in the Mission Plaza Park, and it will be fully funded by Rotary. 3. Jack House Roof Project update. Receive Staff Report on Emerson Park Amenity Upgrades and Beautification Project (Long – 40 min) a. Review and discuss proposed layouts (Attachment A) for the Emerson Park Amenity Upgrades and Beautification project. Project background provided. Summer/Fall 2024 is projected construction kick-off date. Survey result details reviewed. Erica Long, City of SLO Project manager and Christian Harris of SSA Landscape presented design themes with two layout options. Playground elements: Shade, Bathroom, Dog Park. These elements are included in the Grant 68 options. b. Provide direction to Staff on the preferred draft layout option to proceed with final layout preparation. Director Avakian - Public Art is included in the plan although not defined yet and will be incorporated into the design. Public Comment: John McKenzie - Dog Park comments. The only dog park in downtown for the foreseeable future. With the human living density downtown increasing that will mean increased need and usage by dog owners, therefore I request an enlargement of the dog park. Also, more shade is needed in the dog park area for both the large and small dog areas. Shade structures and benches are needed in this area as well as ample dog drinking water stations. Nowhere else in town is there a ½ acre available for a dog park. Kelly Heffernon - Dog Park comments. Many visitors from out of town will also use the city dog parks. The parks need more trees, so please do not remove any of the shade trees and do not add Palm trees, they don’t provide much shade. Director Avakian: The city policy is that if a tree is removed; one must be replaced in the vicinity. Janet Santacqua - Emerson Park garden plots - Garden Security is needed. All sorts of garbage is being left in the garden and there is destruction of plots. I have reviewed policies of other cities and they all have security in place…included fencing, gates, and lights. The gardens and gardeners need to be protected. Vice Commissioner Howell - is here an association of gardeners who can communicate information about garden plot topics? Parks and Recreation Committee Minutes August 16, 2023 4 | P a g e Chair Spector - We need a group to meet to discuss park security and safety plan. We will address it. Director Avakian - The prop Grant 68 did not specifically call out the garden plots, however it includes the entirety of the park and property, and therefore includes safety lighting, walkway lighting and fencing for the gardens, parking lot and Parks & Recreation Department office. We have a coordinator who oversees all community gardens and when we get to that design point, we will consult with all involved. Commissioner Blair - Huge improvement for Emerson. Blacktop area is too large moving forward, so I suggest reducing it and enlarging the children’s playground area and grass area and not be restricted by what’s there now. Director Avakian - The homage to keep area as a school playground theme with flat smooth surface for basic roller skating and scooters, is how this came to be. Commissioner Dupperon - Great on adding the self-cleaning restrooms. Like the tree layout on plan B. Would love to see a youth sized basketball court. Director Avakian - We could have adjustable basketball hoop heights. Afternoon basketball is popular. Commissioner Stowe - Provided input on Layout A and Layout B. Garden theme is preferred. Prefer a standalone art piece. Vice Commissioner Howell - The large oak tree is a very welcoming feature. A socializing area in the dog park area would be great. The educational component in garden area is great and prefer the garden style theme. All playground options should be accessible. Commissioner Kincaid - Youth sized basketball would be great. The Garden Theme is more appealing. Christian Harris (SSA Design) - Inclusive playground elements will be included. We will take the information from tonight’s meeting along with the survey input and will come back to you with a modified plan. Chairman Spector - Personalizing the neighborhood artwork elements are a great idea. More greenery and trees and surfaces should consider global warming. I would also like to see a stage/gazebo gathering place added to the plan. Can there be a walkway in the interior of the park? More green space is needed. Not sure that full sized basketball court is really needed. Prefer the Garden Theme. Director Avakian - Some adjustments can be made to the blacktop footprint. City of San Luis Obispo, Council Agenda Report, Meeting Date, Item Number Parks and Recreation Commission AGENDA REPORT TO: Parks and Recreation Commission SUBJECT: INITIAL REVIEW OF PROPOSED EMERSON PARK AMENITY UPGRADES AND BEAUTIFICATION PROJECT Prepared by: Erica Long, Project Manager RECOMMENDATION 1. Review and discuss proposed layouts (Attachment A) for the Emerson Park Amenity Upgrades and Beautification project. 2. Provide direction to Staff on the preferred draft layout option to proceed with final layout preparation. DISCUSSION Background In December of 2021, the City of San Luis Obispo was awarded a California State Parks Prop 68 grant in the amount of $2.81 million to revitalize Emerson Park. The project is located just outside of the downtown core in San Luis Obispo (1341 Nipomo Street), adjacent to the Parks and Recreation Department administrative office building. Current amenities at Emerson Park include two bocce ball courts, a basketball court, community garden plots, a weathered black top, playground equipment, picnic tables, turf area, and new exercise equipment. There are currently no public restrooms within the park for families with small children to utilize while playing at the park. The fitness equipment was recently replaced in the park through a separate project in February 2022. As part of the Prop 68 State Parks grant application requirements, as well as fulfilling the community outreach for development in support of the Master Plan Public Outreach process, the Parks and Recreation Department facilitated multiple public workshops for the community to provide input on specific amenities needed at Emerson Park in January 2021. The feedback received at these workshops were instrumental in the successful award of the Grant to the City San Luis Obispo. Based on the grant application the project’s new and upgraded features will likely include the addition of shade and lighting, a new dog park with small and large dog areas, upgraded and expanded playgrounds for children, a restroom with a solar roof, an upgraded community garden with a new educational section, a renovated and expanded multipurpose basketball court, an upgraded blacktop, recreational turf area, fencing and landscaping, and new public art installations. SSA Landscape Architecture, Inc. created conceptual layouts based on the outreach completed for the Prop 68 State Parks grant and the Parks and Recreation Blueprint for the Future: 2021-2041 (master plan and general update). Public Outreach The public’s input about its parks and park amenities is a critical foundational step that staff facilitates with all projects in parks. City staff conducted an in-person Open House at the Monday Meet Up Event at Emerson Park on June 19, 2023, as well as promoted an online survey from June 2023 through July 2023 to receive community input on the proposed conceptual layouts for the design. Staff have reviewed the results of the survey and will incorporate the information in the final design. The results of the survey will be posted on the Parks and Recreation Current Projects website. PARKS AND RECREATION COMMISSION CONSIDERATION / NEXT STEPS The Parks and Recreation Commission purview is to review and make recommendations for changes which could have an impact on the City’s parks and park facilities. Staff will review all feedback from the Parks and Recreation Commission Meeting to accompany the June 19, 2023, Open House, as well as the on-line survey results.
