Emerson Park Amenity Updates and Beautification Project
Emerson Park is in the downtown core of San Luis Obispo, adjacent to the Parks and Recreation Department main office
building (1341 Nipomo Street). Current amenities at Emerson Park include two bocce ball courts, an old basketball court,
community garden plots, a weathered black top, playground, picnic tables, turf area with an old backstop, and new
exercise equipment. There are currently no public restrooms within the park for families with small children to utilize while
playing at the park.
The City of San Luis Obispo has started the design of a project that will bring the existing amenities and services to current
safety and ADA standards at Emerson Park (except for the exercise equipment that was recently replaced through
another project and the community garden area that may be upgraded in-house with City staff).
This project is funded through a Prop 68 State Park Grant. The Emerson Park Amenity Updates and Beautification Project
includes adding a restroom, dog park and updating two bocce ball courts, replacing playground equipment, and
renovating the existing basketball court.
The City values the input from our community and have organized opportunities to receive community feedback on the
concept layouts. Your input is greatly appreciated!

a. Staff to present status report on the first 100 days of operation.

1. Current facility issues related to gate mechanism .
Fine tuning the facility, now that it’s open and being used. This includes
Exterior Gates, Irrigation, Grass Turf, Water Stations and Storage
Boxes.
2. Website and communications, including maintenance closures . A
new Dog Park webpage with updates and information is live on the city
website. The weekly maintenance window is advertised as
Wednesdays 91-11a.
3. Volunteer Ambassador program, and Friends of SLO City Dog Parks
are assisting with maintaining the Dog Park and assisting Park
Maintenance crew.
4. Future needs and priorities for amenities (shade, seating and trees).
Staff inquiring with Lemos Feed and/or Pet Supply or potential
sponsorship in providing Mutt Mitts. The Rotary club and local business
are available for potential sponsorship. Community support
opportunities and future planned amenities were discussed with shade
structures as first priority and then more trees and seating come
winter/spring.
4.b PRC SUB-COMMITTEE LEVEL OF SERVICE (LOS) AMENITIES DISCUSSION
ON THE BLUEPRINT FOR THE FUTURE (PRC – 20 MIN)
a. Commission to discuss and provide any additional advisory topics related to the
Parks & Recreation Blueprint and LOS updates.
4.c RECEIVE DIRECTORS REPORT: (AVAKIAN - 45 MIN)
a. 2025-2026 Budget Update - Current and Projected Impacts. The financial
plan and year one budget were approved on June 17, 2025, by the City
Council and implemented on July 1, 2025. The PRC Commission comments
and input were provided.
b. Righetti Community Park - RFP timeline was originally September 11, 2025,
but was amended to October 9, 2025. The project start is slated for January
2026. The Commission reviewed plans for the Community Park and the Linear
Park.
c. Emerson Park Renovation Project – Concept Designs were presented to the
Commission. Project funding (including the Prop 68 Grant support) will be in
2026.
d. Status Update of Current Projects:
1. Mission Plaza Café Kiosk and Restroom Project: Concessionaire
vendor has been selected and contracts are being created. Project
completion of restroom facility and updated courtyard is anticipated for
completion in November.
2. Rotary “Peace Pole” Project Proposal - The informational structure
will be installed in the Mission Plaza Park, and it will be fully funded by
Rotary.
3. Jack House Roof Project update. Project completion is scheduled for
mid-September.

4. Righetti ‘Dog Park’ Private Partnership Proposal status provided. City
is meeting with non-profit group in September to discuss expectations
and responsibilities of this potential property lease.
5. Open Space Trails: Righetti Hill and Bowden Ranch trail updates.
6. Council Direction - New Work Plan Updates. Consideration of a
possible Splash Pad has been researched and due to anticipated costs
is no longer under consideration. Staff planning for the January 2026
Study session of fiscal overview of the Laguna Lake Golf Course.
4.d RECEIVE DEPARTMENT UPDATES (HYFIELD / TOLLEY - 40 MIN)
b. Divisional Update - Community Services (Art camps, Community classes, SLO
City Farms partnership, Summer Sports Camp, Monday Meetups, September
Scramble and Youth Sports Programs). Public Art (Box Art program 15th
anniversary and other current art projects). Senior Programs (Around the Town
walking group, Trivia Tuesday and Yoga). Youth Services (Summer camps at
three locations, staffing updates and growing program enrollment details).
Volunteer Program (Newsletter, Volunteers now being assigned across city
departments along with numerous Jack House Docents).
c. Divisional Update - Aquatics Summer Recap (Super Rec Saturday at the
Aquatics Center partnering with the Seahawks. This summer had the highest
number of event attendees ever. A new Aquatics Specialist has been hired.
Pool closure in August for annual maintenance). Golf (Operations,
Maintenance, summer programming updates and FY25 Revenue
comparisons). Outdoor/Indoor Facilities (Damon Garcia reopens). Numerous
Citywide summer Special Events were highlighted.
5. SUBCOMMITTEE LIAISON REPORTS & COMMUNICATIONS (PRC – 30 Min)
5.a COMMUNICATIONS: (CHAIR – 15 MIN)
1. Introduce Potential Facility/Park Tour Options. Possible locations were
discussed. Dates and locations will be finalized at the October PRC meeting.
Perhaps tour future project sites which have assigned start dates for
playground replacement and visit recently completed project sites.
2. PRC 2025-2027 Goals Schedule – Review past projects and internal goals
to assist in formulating and formalizing in October.
3. Liaison Positions – Vacancy and Potential Future Opportunities. Senior
Center Liaison role is open. Will discuss at October PRC meeting.

Cathy Marvier – SLO Senior Center. Thank you for the Parks and Recreation Department event
funding support. Thank you for the funding which allowed members to attend a Blues baseball game
and to the Oceano Melodrama Theater. 30 people were able to attend both events. Twenty-one new
members have joined the Senior Center and membership is now at 300 members.

2. Receive Staff Report on Emerson Park Amenity Upgrades and Beautification
Project (Long – 40 min)
a. Review and discuss proposed layouts (Attachment A) for the Emerson Park
Amenity Upgrades and Beautification project.
Project background provided. Summer/Fall 2024 is projected construction
kick-off date. Survey result details reviewed. Erica Long, City of SLO Project
manager and Christian Harris of SSA Landscape presented design themes
with two layout options. Playground elements: Shade, Bathroom, Dog Park.
These elements are included in the Grant 68 options.
b. Provide direction to Staff on the preferred draft layout option to proceed with
final layout preparation.
Director Avakian - Public Art is included in the plan although not defined yet and
will be incorporated into the design.
Public Comment:
John McKenzie - Dog Park comments. The only dog park in downtown for the
foreseeable future. With the human living density downtown increasing that will
mean increased need and usage by dog owners, therefore I request an
enlargement of the dog park. Also, more shade is needed in the dog park area
for both the large and small dog areas. Shade structures and benches are
needed in this area as well as ample dog drinking water stations. Nowhere else
in town is there a ½ acre available for a dog park.
Kelly Heffernon - Dog Park comments. Many visitors from out of town will also
use the city dog parks. The parks need more trees, so please do not remove
any of the shade trees and do not add Palm trees, they don’t provide much
shade.
Director Avakian: The city policy is that if a tree is removed; one must be
replaced in the vicinity.
Janet Santacqua - Emerson Park garden plots - Garden Security is needed.
All sorts of garbage is being left in the garden and there is destruction of plots.
I have reviewed policies of other cities and they all have security in
place…included fencing, gates, and lights. The gardens and gardeners need
to be protected.
Vice Commissioner Howell - is here an association of gardeners who can
communicate information about garden plot topics?

Chair Spector - We need a group to meet to discuss park security and safety
plan. We will address it.
Director Avakian - The prop Grant 68 did not specifically call out the garden
plots, however it includes the entirety of the park and property, and therefore
includes safety lighting, walkway lighting and fencing for the gardens, parking
lot and Parks & Recreation Department office. We have a coordinator who
oversees all community gardens and when we get to that design point, we will
consult with all involved.
Commissioner Blair - Huge improvement for Emerson. Blacktop area is too
large moving forward, so I suggest reducing it and enlarging the children’s
playground area and grass area and not be restricted by what’s there now.
Director Avakian - The homage to keep area as a school playground theme
with flat smooth surface for basic roller skating and scooters, is how this came
to be.
Commissioner Dupperon - Great on adding the self-cleaning restrooms. Like
the tree layout on plan B. Would love to see a youth sized basketball court.
Director Avakian - We could have adjustable basketball hoop heights.
Afternoon basketball is popular.
Commissioner Stowe - Provided input on Layout A and Layout B. Garden
theme is preferred. Prefer a standalone art piece.
Vice Commissioner Howell - The large oak tree is a very welcoming feature. A
socializing area in the dog park area would be great. The educational
component in garden area is great and prefer the garden style theme. All
playground options should be accessible.
Commissioner Kincaid - Youth sized basketball would be great. The Garden
Theme is more appealing.
Christian Harris (SSA Design) - Inclusive playground elements will be
included. We will take the information from tonight’s meeting along with the
survey input and will come back to you with a modified plan.
Chairman Spector - Personalizing the neighborhood artwork elements are a
great idea. More greenery and trees and surfaces should consider global
warming. I would also like to see a stage/gazebo gathering place added to the
plan. Can there be a walkway in the interior of the park? More green space is
needed. Not sure that full sized basketball court is really needed. Prefer the
Garden Theme.
Director Avakian - Some adjustments can be made to the blacktop footprint.

3. Staff and PRC Discussion Regarding PRC Sub-Committee for Ensuring Future
Projects are in Support of the Parks & Recreation Blueprint and Community
Needs (Hyfield – 20 min)
a. Discuss sub-committee roles and responsibilities to support the Level of Service
(LOS) status for appropriate and equitable amenities within scheduled new and
beautification park projects.
b. Establish appropriate criteria based on Parks & Recreation Blueprint (general
element) and national standards to be utilized for evaluating and assessing
future projects. Set appropriate timelines for PRC sub -committee to provide
reports at PRC meetings.
c. November meeting report out from the new sub-committee on the proposed
plan and project parameters.
4. Receive Staff Update on Playground Replacements and the Status Updates on

a. Provide update on the Vista Lago Park (July 26 outreach event) playground and
DeVaul Park (August 14 outreach event) playground community outreach

construction and installation of ‘wind blocks’ for the revised dog park at Laguna
Lake Park.
b. Recommend any actions to Staff
John McKenzie presentation. Laguna Lake Dog Park Windbreak/Memorial
Plaque Proposal. Provided overview of plan details. Followed by Commission
questions. The project received Commission support. P&R Staff has reviewed,
and as for all proposals, it will need to go through a full a ssessment by city
engineering and the city attorney’s office.
3. Receive Presentation on Emerson Park Prop 68 Grant Beautification Project
Regarding Design Rescoping Plan (Avakian – 25 minutes)
a. Staff to present revised options of the scope of amenities and potential redesign
to maintain budget expectations and adhere to grant criteria .
b. Discuss and provide feedback to staff to provide SSA Design direction for 50%
construction design documents.
Director provided a presentation of the draft proposed rescoping of the project
amenities and shared the budget impacts and need for the changes. The rescoping of

the project to reduce scale of upgrades are based on the forecasted project cost
increases and to meet the State Parks Prop 68 Grant supported funding. Next step will
be to return to PRC at a future meeting with the redesigns when they are at 90%.

Amenity Prioritization Associated with the Parks & Recreation Blueprint for the
Future (15 min) – Commissioner Blair and Duperron

Facility Issues
Exterior Gates:
• Hinges and installation causing failures. Staff working with manufacture and
contractor for a remedy.
Irrigation:
• Large Dog Zone experienced some irrigation leaks and sprinkler malfunctions.
Parks Maintenance is working on solutions.
Grass Turf:
Small Dog Zone: Holding up well for summer weather and amount of use
Large Dog Zone: Irrigation issues impact with wet/muddy areas and then larger
dry/dirt patches. Higher use and dogs digging causing wear. Overall, for
amount of use, turf is looking worn as expected.
Water Stations:
• Small Dog Zone had clogging issues and fix now caused water bowl to drain
too quickly. Parks Maintenance continues to adjust flow rates.
Storage Boxes:
• Need to upgrade the current boxes with sturdier quality for storing dog toys

2025-2027 Financial Plan Update

City Council approved the 2025-2027 Financial Plan and the 2025-2026 Year 1
Budget on June 17, 2025. Implemented on July 1, 2025.
Parks and Recreation Operational Budget remained at $6.14 Million
No significant impacts to current programs and services for Year 1
and all staff, facilities, programs, and services remain at expected levels
City is forecasting an overall budget deficit in 2026-2027 and into next City
Financial Plan 2027-2029.
All City Departments are currently conducting budget exercises in Fall 2025
and Winter 2026 in case economic forecast remains in the negative in order
to prepare any potential for 2026-2027 budget reductions.
Staff will provide formal budget proposals to City Council in April 2026 for
adoption for Year 2 of the 2025-2027 Financial Plan
Parks and Recreation Staff will provide appropriate updates at future PRC
meetings in late winter 2026

PRC and Council received a formal proposal inquiry in May 2025 from “Friends of…”
offering to fundraise, build, and operate a dog park on the identified Linear Park parcel
City leadership has identified the Linear Park for construction of a dog park and community
gardens within the Capital Improvement Project Plan for 2029-2031. Parcel is designed
but not currently funded.
The PPP between the City and “Friends of…” would allow for the non-profit to fundraise,
design, build, and operate a dog park on the City owned parcel.
City Departments are meeting in September to identify and outline the requirements and
responsibilities associated for a PPP to occur (e.g., liability, construction process,
management, and maintenance)
Next Steps: Fall 2025, City staff to meet with “Friends of…” to review requirements and
ensure non-profit has capability to meet and adhere. City to craft lease contract and
agreement to be approved by City and City Council. Anticipate a few month process for
contract to be approved and Staff will return to PRC with updates.

SUBJECT: INITIAL REVIEW OF PROPOSED EMERSON PARK AMENITY UPGRADES
AND BEAUTIFICATION PROJECT

RECOMMENDATION
1. Review and discuss proposed layouts (Attachment A) for the Emerson Park Amenity Upgrades
and Beautification project.
2. Provide direction to Staff on the preferred draft layout option to proceed with final layout
preparation.
DISCUSSION
Background
In December of 2021, the City of San Luis Obispo was awarded a California State Parks Prop 68
grant in the amount of $2.81 million to revitalize Emerson Park. The project is located just outside
of the downtown core in San Luis Obispo (1341 Nipomo Street), adjacent to the Parks and
Recreation Department administrative office building. Current amenities at Emerson Park include
two bocce ball courts, a basketball court, community garden plots, a weathered black top,
playground equipment, picnic tables, turf area, and new exercise equipment. There are currently
no public restrooms within the park for families with small children to utilize while playing at the
park. The fitness equipment was recently replaced in the park through a separate project in
February 2022.
As part of the Prop 68 State Parks grant application requirements, as well as fulfilling the
community outreach for development in support of the Master Plan Public Outreach process, the
Parks and Recreation Department facilitated multiple public workshops for the community to
provide input on specific amenities needed at Emerson Park in January 2021. The feedback
received at these workshops were instrumental in the successful award of the Grant to the City San
Luis Obispo.
Based on the grant application the project’s new and upgraded features will likely include the
addition of shade and lighting, a new dog park with small and large dog areas, upgraded and
expanded playgrounds for children, a restroom with a solar roof, an upgraded community garden
with a new educational section, a renovated and expanded multipurpose basketball court, an
upgraded blacktop, recreational turf area, fencing and landscaping, and new public art installations.

The City is working with SSA Landscape Architecture Inc to design the park. SSA Landscape
Architecture, Inc. created conceptual layouts based on the outreach completed for the Prop 68 State
Parks grant and the Parks and Recreation Blueprint for the Future: 2021-2041 (master plan and
general update).
Public Outreach
The public’s input about its parks and park amenities is a critical foundational step that staff
facilitates with all projects in parks. City staff conducted an in-person Open House at the Monday
Meet Up Event at Emerson Park on June 19, 2023, as well as promoted an online survey from June
2023 through July 2023 to receive community input on the proposed conceptual layouts for the
design. Staff have reviewed the results of the survey and will incorporate the information in the
final design. The results of the survey will be posted on the Parks and Recreation Current Projects
website.
PARKS AND RECREATION COMMISSION CONSIDERATION / NEXT STEPS
The Parks and Recreation Commission purview is to review and make recommendations for
changes which could have an impact on the City’s parks and park facilities. Staff will review all
feedback from the Parks and Recreation Commission Meeting to accompany the June 19, 2023,
Open House, as well as the on-line survey results. This feedback will be used for staff to revise the
layouts to meet the desires of the community.
