SUBJECT: CULTURAL HERITAGE COMMITTEE RECOMMENDATIONS
During the appointment process for the Cultural Heritage Committee, the Council
Subcommittee (Roalman/Reiss)identified issues requiring clarification by the Council. We
suggest recommendations for appointment be continued until those questions are answered.
After reviewing applications received for the CHC, the Council may wish to amend Cultural
Heritage Committee requirements relative to its membership, specifically the issue of
residency. Currently, the CHC membership includes a person knowledgeable in local
history, a person with training or experience in structural rehabilitation, and a person with
.knowledge of architecture. The membership requirement also includes a city resident from
each of the three Historical Preservation Districts (Mill Street, Downtown and Old Town).
We are requesting Council clarification of the following two issues prior to recommending
appointments:
1. Shall any exception be allowed to the Advisory Body Handbook"City.resident only"
requirement for advisory body membership? Other committees have had exceptions;
most notably the Jack House (deed requires"family members"which may or may not
be a city resident), Mass Transportation Committee and Citizen's Advisory
Committee.
2. Shall membership continue to require residency in the three Historical Preservation
Districts? It has become increasingly difficult, if not impossible, to receive resident
applications from the predominantly business-commercial district.
Once these issues have been resolved, we will proceed with the appointments.
