Receive the requested information on previous average professional development expenditures and compensation scenarios for City Council and Advisory Bod y Members; and 2. Provide a recommendation to the City Council regarding Mayor, Council Member and Advisory Body Member compensation. DISCUSSION At their November 13, 2025, meeting, the Committee asked staff to provide the following information: Previous Professional Development Expenditures  Average amount spent on events/local trainings over the last X years  Average amount of other expenses paid from professional development budget over the last X years  Approximate cost of one professional conference out of the area including registration, transportation, three nights in a hotel and per diem Council Member Mayor Events/Local Trainings $656 $1,060 Other Expenses $531 $1,300 Out-of-Area Professional Conference $1,850 $1,850 Total $3,037 $4,210 Page 6 of 12 Item 4a  Approximate expenses for additional service to the professional organizations (two Cal Cities policy meetings per year) Hotel $240 Rental Car and Gas $156 Meals $60.00 Total $456 x 2 = $912 CPI Increase for Professional Development  Amount if historical CPI increases were applied to the current professional development  The CPI catch up from 2016, which was the last time the professional development amount had been adjusted, is 35%. Using this percentage, a Council Member’s annual professional development budget would increase to $3,645 from $2,700 and Mayor’s annual professional development budget would increase to $4,860 from $3,600.  The Committee may also recommend including professional development as a part of the action to increase compensation by CPI as specified in Council Policies and Procedures. Using this CPI percentage, the compensation for Council Members would increase to $2453 from $2319; the compensation for the Mayor would increase to $3092 from $2923. Using the information from the Council Agenda Reports regarding Annual Advisory Body Recruitment, staff has compiled and organized the data in the attached spreadsheet (Attachment A).
