11/13/2025 11/13/25 NB - Inpsection completed, there are
multiple retaining walls being constructed in
the front of the property that also appear to
be garden walls and are terraced. There are
multiple section which appear to be oover
three feet in height and the walls are retaining
a surcharge. I left a business card on the
front door requesting a call back.

NB - Property owner Nancy Frankloin called
me in response to the card I left on the door. I
explained that the retaining walls require a
permit. She stated that there is also some
electrical work being completed for outside
light, I stated that the electrical will also
require a permit.

11-13-25 NB - Spoke with contractor Jim
Nishimori (805-928-5756) and explained the
permit requirements. I also gave him S.
McCaffrey's number to discuss what is
required on the building plans. He said he
would not move forward with the project until
his permit is issued.
