FROM: Ken Hampian, Assistant City Administrative Officerxe Prepared by: Harry Watson, Transit Manager SUBJECT: Transit Capital Improvement Grant Application: Multi- Modal Center Siting and Preliminary Engineering CAO RECOMMENDATION: 1. Adopt a resolution committing $20, 000 in 1992-93 City TDA funds to serve as a 50% local match toward a Transit Capital Improvement (TCI) grant. 2. Approve the local match contingent upon the San Luis Obispo Regional Transit Authority providing a $10, 000 contribution to the City as a their share of the local match requirement. DISCUSSION: Early in FY 1991-92 staff submitted an application for a TCI grant ' in the amount of $40,000 to fund a more detailed study of a Multi- Modal Transit Transfer Center Relocation Project to serve the City and Regional bus systems. The Council's approval of a transfer center relocation, including the pursuit of grant funds to support further study, came out of our Short Range Transit Plan adopted last November. TCI grants require a 50% local match. Several meetings between City staff and the staffs of the San Luis Obispo Area Coordinating Council (SLOACC) and California Transportation Commission (CTC) had previously indicated that our grant application would not be approved. The reason for the denial was the fact that CTC was not interested in funding non- construction, non-rolling stock grant applications. Continued negotiations in early March have resulted in the CTC staff agreeing to possibly recommending grant funding for our siting and preliminary engineering study. To strengthen the City's application, on March 9, 1992, Area Coordinating Council staff provided City staff with a resolution to be adopted in advance of the CTC formally acting on the grant application. The CTC will take action following a public hearing on March 19, 1992. The resolution commits the City to the 50% grant match requirement. Success in obtaining the grant is also dependent upon Area Coordinating Council reprioritization of local projects, set to occur on March 18, 1992. Area Council staff is supportive of the reprioritization, and approval is expected. FISCAL IMPACT: Ultimately, the estimated $40, 000 study would be funded as follows: RECEIVED MAR 1 2 1992 " CITY CLERK SAN LUIS OBISPO,CA 1111111IIII1111MI ll city of san Luis oBispo COUNCIL AGENDA REPORT TCI Grant - $20, 000 SLO Transit - $10, 000 (local match) Regional Transit - $10. 000 (local match) $40, 000 We have a commitment from the San Luis Obispo Regional Transit Authority (SLORTA) staff to back a 50-50 split of the $20, 000 local match required for the TCI grant. The SLORTA Board will be asked to approve this contribution at a meeting in April. The City will need to front the money, as we will be the grantee of record. SLORTA's $10, 000 contribution will be in the form of a reimbursement to the City. The actual grant match will not be required until 1992-93, and can be budgeted for in the 1992-93 transit budget with the assurance of SLORTA's reimbursement. (1992 SERIES) A RESOLUTION OF COMMITMENT FOR THE LOCAL MATCH BY THE CITY OF SAN LUIS OBISPO CONCERNING A REQUEST FOR TRANSIT CAPITAL IMPROVEMENT FUNDS FOR FY 1992/93 WHEREAS, the City of San Luis Obispo has conducted a consultant study to analyze potential locations for a multimodal transit center; and WHEREAS, the City of San Luis Obispo is the hub of the consolidated regional transit system and construction of a Transit Transfer facility is a priority of the City Council; and WHEREAS, the Area Council provides technical assistance (resource information, grants assistance, coordination and support) to public and private sector organizations to improve transit opportunities; and WHEREAS, the City of San- Luis Obispo has applied for $20, 000 under the Transit Capital Improvement Program; and WHEREAS, completed environmental and preliminary engineering studies will greatly enhance the project's competitiveness for funding under Proposition 116; and WHEREAS, the California Transportation Commission (CTC) requests evidence of a local commitment to provide the match be presented at the CTC meeting on March 19, 1992; and WHEREAS, the Transit Transfer Facility project requires a 50% -local match of the total project cost ($40, 000) . THEREFORE, BE IT RESOLVED, the City Council of the City of San Luis Obispo hereby commits to funding its local share ($20, 000) of the total project cost if the project is approved for funding by the California Transportation Commission and included in the Governor's 1992-93 approved budget. �-�7-3 Page 2 Resolution No. (1992 Resolution) Upon motion of seconded by and on the following roll call vote: AYES: NOES: ABSENT: the foregoing resolution was adopted this day of 1992.
