CAO RECOMMENDATION
By motion, approve plans and specifications for Project "Corporation
Yard Exterior Painting" ' City Plan No. S-28X and authorize soliciting
of bids and contract award by the CAO, if the lowest responsible bid is
within the Engineer's cost estimate.
DISCUSSION
The Corporation Yard was completed in 1984 . Specifications for the
original construction called for a 10 year paint guarantee on the
siding. However, some surfaces have deteriorated to the point that it
is necessary to repaint. Other surfaces are approaching that point.
After long negotiations, the Contractor paid $13 , 900 to settle the
City's claim that the prefinished siding did not hold up as required by
the specifications. This money was paid into the General Fund. Since
some of the finishes have deteriorated and others are approaching the
end of their useful life, it was determined that the entire facility
should be painted. Thus the appearance and expected life of the
finishes will be consistent for all buildings at the Corporation Yard.
The project will provide a high quality coating applied in accordance
with specific instructions to be provided by the manufacture. The
manufacture will inspect the work and will warrantee the finish for 10
years.
This project does not paint the metal roof that is hidden by the
parapets.
CONCURRENCES
This maintenance work does not require an environmental assessment.
The colors will match the existing colors that were approved by the
Architectural Review Committee prior to construction.
