SUBJECT:
Specifications and solicitation of bids for Sinsheimer Stadium Lights
Replacement, City Plan No. S-20Y.
CAO RECOMMENDATION:
By motion, approve specifications for "Sinsheimer Stadium Lights
Replacement, Cit? Plan No. S-20Y", authorize soliciting of
bids, and contract award by the CAO if the lowest responsible bid is
within the Engineer' s cost estimate.
DISCUSSION:
The existing luminaire assemblies at the stadium are inefficient which
leads to improper lighting conditions for baseball. Measurement of
existing light levels at the stadium show they are 33% below recommended
levels for the type of baseball games being played (57% below
professional baseball standards) . The 21 year old luminaire assemblies
are severely corroded which have increased the maintenance of the
existing lights. In addition, the new system uses only 70. 4 KW of
electricity compared to 100 KW now.
Staff has considered the shortcomings of the existing lighting system and
recommends the use of the specified equipment. This improvement will
result in a maintenance and operations cost saving to the City while
increasing lighting to recommended levels for the type of games being
played.
CONCURRENCES:
The Recreation Department is highly supportive of this improvement
project. This project has been given an environmental clearance by the
Planning Department (status: Categorical Exemption) .

The Engineer's total estimated cost:
Estimated cost $ 36, 000
Contingencies $ 4 . 000. .
Total $ 40, 000
FUNDS AVAILABLE: FY 1991-93 CIP Project, Park Renovations include
$40, 000 for the replacement light at Sinsheimer Stadium. (Page E-9, FY

ALTERNATIVE:
The existing fixtures do not perform to the minimum required levels for
games being played, if no action is taken then the quality of the game
will be degraded with the possibility of . injuries.
The existing light fixtures are highly corroded and to replace them in
ia piecemeal fashion, would cost $63 , 240. 00 (60 existing fixtures at $1054
each, including labor and materials) . This cost does not consider the
time value of money.
