Specification No . 91052 .
2.Authorize staff to advertise for bids and authorize the City Manager to award the contract if th e
lowest responsible bid for the Johnson, Southwood, and Vets Sewer Liner Project is within th e
Engineer's Estimate of $268,000 .
DISCUSSIO N
Backgroun d
Replacement of sewage collection pipes is an ongoing program to replace aging and deterioratin g
infrastructure . This program has several objectives : 1) Ensure reliable removal of waste ; 2) Reduc e
the need for emergency repairs ; 3) Reduce the need for preventive maintenance ; and 4) Ensur e
uninterrupted sewage flow without health hazard or effluent leakage .
This project will be rehabilitating existing sewer pipes in two locations . The first location extend s
from the parking lot of the San Luis Obispo Veterans Hall down to the intersection of Palm an d
Grove . The second location extends from Johnson Avenue down to the railroad tracks . All existin g
pipes have been videotaped and identified by City staff as being at the end of its useful life an d
candidates for the cure-in-place pipe (CIPP) polyester lining .
Several advantages exist by using the CIPP in lieu of traditional open trench replacement methods .
CIPP lining of the existing pipe will result in a reduced construction period as compared t o
traditional open trench replacement construction, and it will be less disruptive to traffic, residents ,
and businesses . The proposed project will line 2,819 feet of existing sewer pipe .
Also included in this project is the rehabilitation of fifteen sewer manholes . Manholes will b e
rehabilitated with a polyurethane elastomer that will repair and protect the existing structures fro m
the corrosive environment of the sewer system .
Experience and Reference Requirement s
The CIPP installation process for sewerline rehabilitation has many advantages in this situation an d
it requires a contractor with specific experience and expertise to complete this work . A contracto r
with limited CIPP installation experience could damage the sewer system, cause sewage spills, an d
increase public inconvenience during the installation process .

For these reasons, staff is planning to request the contractors to submit references documenting thei r
experience . To comply with a recent legal decision, staff will be using a responsibility review t o
determine that experience requirements have been met . Public Works staff will be working with th e
City Attorney's office to ensure proper protocols are used . Staff is requesting the Director of Publi c
Works be authorized to complete responsibility / qualification hearings in order to determine if th e
lowest responsive bid was submitted by a responsible contractor capable of completing thi s
specialized work . The hearings will allow any contractor initially determined by the projec t
manager to not have the necessary experience, to provide information to the Director as to why thei r
experience is adequate before a final recommendation for award is made .
CONCURRENCE S
This project is exempt from environmental review since it is a maintenance and replacement projec t
and a Notice of Exemption has been filed through the Community Development Department .
FISCAL IMPAC T
This project is identified in the 2011-13 Financial Plan, Appendix B, on page 3-92 as part of th e
approved projects pending construction and the 2011-12 project list . Approximately $100,000 wa s
identified for the Johnson and Vets Hall sewer liner project and $200,000 for the Southwoo d
easement liner project bringing the total funding budgeted for this combined project to $300,000 .
The Collection System Improvements Master account (90239) currently has a balance of $554,77 9
to support this request . A budget amendment request will be processed to transfer the appropriat e
project funding to the Johnson, Southwood Vets Sewer Liner project (91052) from the maste r
account at the time of contract award .
