(Not to exceed 15 minutes)
The Council is interested in hearing from the public regarding issues 'or concerns of the community and
welcomes your input However,as a general rule,action will not be taken on issues not listed on the agenda
Instead, staff will usually be asked to follow-up on such items.
Immediately following roll call,members of the public may address the City Council on items that DO NOT
appear on the printed agenda and those issues listed under the CONSENT AGENDA. A speaker form(BLUE
SLIP-available in the Foyer or from the City Clerk) must be filed with the City Clerk prior to the beginning
of the meeting. Please give your name and address at the podium and limit your remarks to three minutes.
You will be able to speak on issues listed elsewhere on the agenda(besides CONSENT)when the item is called;
no speaker form is necessary.

Report by Council Subcommittee (Roalman/Rappa) of recommendations for three
appointments to the Human Relations Commission for terms io begin 4/1/92.
Vog es* FINAL ACTION- Don Green reappointed to a 4-year term expiring 3/31/969 Joan
Roabnan* Lawrence reappointed to a 3-year term expiring 3/31/95, and Linda Barra appointed
to a 3-year teen expiring 3/31/95.

1. MARGARITA AREA CONCEPT PLAN (JONAS/441 - 1 hr.)
Consideration of the concept plan for the Margarita expansion area, between South
Higuera Street and Broad Street, south of the South Street Hills.
RECOMMENDATION: Review the concept plan and identify 1) any features which
clearly are not desired, 2) any desired features which are not included but should be
covered by the environmental impact report (EIR) as recommended.

2A. CORPORATION YARD MASTER PLAN (JONAS/583 - 30 min.)
Consideration of the Corporation Yard Master Plan.
RECOMMENDATION: By motion, confirm the direction provided by the sketch
plan in order for staff to complete environmental review and prepare a master plan
suitable for adoption as recommended.

specifications for a new Training Facility at the Prado Road site; and 2) modifying
the rental agreement with ECOSLO for continued use as a recycling center.

RECOMMENDATION: 1) By motion, authorize the Fire Department to prepare
and issue a Request for Proposals (RFP) for architectural services for the
preparation of plans and specifications for a new training facility at the Prado Road
site; and, 2) by motion, modify the existing lease agreement between the City of San
Luis Obispo and ECOSLO for continued use as a recycling center as recommended.

specifications for a new training facility at the Prado Road site; and, 2) modified the

2C. SLUDGE COMPOSTING (HETLAND/526 - 30 min.)
Consideration of beneficial use options for the City's municipal sewage sludge -
composting and agricultural land application.
RECOMMENDATION: By motion, direct staff to proceed with the permitting and
development of sludge composting and sludge land application projects,to be located
on City-owned property as recommended.

During the balance of this meeting, any Councilmember or the City Administrative Officer may informally
update the City Council of written or oral communications and ask for comment and/or discussion. State
law provides that Council take action only on such matters which have been noticed at least three days in
advance of the meeting unless special circumstances are found to exist. Formal action or approval is not
preferred and such items should be continued to the next Regular meeting.

SUBJECT: RECOMMENDATIONS FOR APPOINTMENT TO THE
HUMAN RELATIONS COMMISSION
The Council Subcommittee (Roahnan/Rappa) and Chairperson (Marion Wolff) to the
Human Relations Commission reviewed all applications and interviewed seven persons for
the Commission which has two vacancies.
The Subcommittee is pleased to recommend the following appointments:
Term to Expire
Don Green (reappointment) 3/31/96
Joan Lawrence (reappointment) 3/31/95
Linda Barra (appointment) 3/31/95
Ms. Barra's appointment to the HRC will create a vacancy on the Personnel Board where
she has been serving.
Copies of the applications of those recommended for appointment are attached. All other
applications are available in the Council Office for review.
