COUNCIL HEARING ROOM, CITY HALL T CALL TO ORDER: Mayor Ron Dunin ROLL CALL: Vice Mayor Penny Rappa, Councilmembers Peg Pinard, Jerry �. Reiss, Bill Roalman and Mayor Ron Dunin PUBLIC COMMENT PERIOD (Not to exceed 15 minutes) The Council is interested in hearing from the public regarding issues 'or concerns of the community and welcomes your input However,as a general rule,action will not be taken on issues not listed on the agenda Instead, staff will usually be asked to follow-up on such items. Immediately following roll call,members of the public may address the City Council on items that DO NOT appear on the printed agenda and those issues listed under the CONSENT AGENDA. A speaker form(BLUE SLIP-available in the Foyer or from the City Clerk) must be filed with the City Clerk prior to the beginning of the meeting. Please give your name and address at the podium and limit your remarks to three minutes. MARGARITA AREA CONCEPT PLAN (JONAS/441 - 1 hr.) Consideration of the concept plan for the Margarita expansion area, between South Higuera Street and Broad Street, south of the South Street Hills. RECOMMENDATION: Review the concept plan and identify 1) any features which clearly are not desired, 2) any desired features which are not included but should be covered by the environmental impact report (EIR) as recommended. Consideration of the Corporation Yard Master Plan. RECOMMENDATION: By motion, confirm the direction provided by the sketch plan in order for staff to complete environmental review and prepare a master plan suitable for adoption as recommended. Consideration of 1) a Request for Proposals (RFP) for the development of plans and specifications for a new Training Facility at the Prado Road site; and 2) modifying the rental agreement with ECOSLO for continued use as a recycling center. (Continued from 3/17/92.) RECOMMENDATION: 1) By motion, authorize the Fire Department to prepare and issue a Request for Proposals (RFP) for architectural services for the preparation of plans and specifications for a new training facility at the Prado Road site; and, 2) by motion, modify the existing lease agreement between the City of San Luis Obispo and ECOSLO for continued use as a recycling center as recommended. 2 Council Agenda March 24, 1992 Neumann* FINAL AC770N.• 1) Authorized the Fire Department to prepare and issue a Request Voges* for Proposals (RFP) for architectural services for the preparation of plans and specifications for a new training facility at the Prado Road site; and, 2) modified the existing lease agreement between the City of San Luis Obispo and ECOSLO for continued use as a recycling center as amended. Agreement to be reviewed in one year. 2C. SLUDGE COMPOSTING (HETLAND/526 - 30 min.) Consideration of beneficial use options for the City's municipal sewage sludge - composting and agricultural land application. RECOMMENDATION: By motion, direct staff to proceed with the permitting and development of sludge composting and sludge land application projects,to be located on City-owned property as recommended. COMMUNICATIONS (Not to exceed 15 minutes) During the balance of this meeting, any Councilmember or the City Administrative Officer may informally update the City Council of written or oral communications and ask for comment and/or discussion. State law provides that Council take action only on such matters which have been noticed at least three days in advance of the meeting unless special circumstances are found to exist. Formal action or approval is not preferred and such items should be continued to the next Regular meeting. A. The Subcommittee is pleased to recommend the following appointments: Term to Expire Don Green (reappointment) 3/31/96 Joan Lawrence (reappointment) 3/31/95 Linda Barra (appointment) 3/31/95 Ms. Barra's appointment to the HRC will create a vacancy on the Personnel Board where she has been serving. Copies of the applications of those recommended for appointment are attached.
