However,as a general rule,action will not be taken on issues not listed on the agenda Instead, staff will usually be asked to follow-up on such items. Immediately following roll can,members of the public may address the City Council on items that DO NOT appear on the printed agenda and those issues listed under the CONSENT AGENDA. A speaker form (BLUE SLIP-available from the City Clerk) must be filed with the City Clerk prior to the beginning of the meeting. Please give your name and address at the podium and limit your remarks to three minutes. You will be able to speak on issues listed elsewhere on the agenda(besides CONSENT),when the item is called;no speaker form is necessary. STUDY SESSION 1. DOWNTOWN DESIGN PLAN Consideration of a presentation by the Downtown Physical Design Committee on the proposed Downtown Design Plan which will guide future development in the downtown area. Page 1 of 2 Council/Planning Commission Agenda April 6, 1992 RECOMIVIEENDATION: 1)Receive a presentation by the Downtown Physical Design Committee on the proposed Downtown Design Plan, and provide comment as appropriate; and 2) direct staff to prepare the plan for formal consideration by the Planning Commission and the City Council. (Copies of the plan are currently in production and will be distributed prior to the meeting.) COMMUNICATIONS (Not to exceed 15 minutes) During the balance of this meeting,any Councilmember,Commissioner or the City Administrative Officer may informally update the City Council of written or oral communications and ask for comment and/or discussion. State law provides that Council take action only on such matters which have been noticed at least three days in advance of the meeting unless special circumstances are found to exist.
