1. CALL TO ORDER
A Regular Meeting of the San Luis Obispo Architectural Review Commission was
called to order on December 15, 2025 at 5:00 p.m. in the Council Chambers at
City Hall, 990 Palm Street, San Luis Obispo, by Chair Mayou.

Motion By Commissioner Gerencser
Second By Commissioner Abbas
To approve the Architectural Review Commission Minutes of November
17, 2025.

4. PUBLIC HEARINGS
4.a REVIEW OF A RESIDENTIAL DEVELOPMENT CONSISTING OF 43
UNITS, A SIGN PROGRAM, TREE REMOVALS, AND SUPPORTING
SITE IMPROVEMENTS SUCH AS ACCESS, LANDSCAPING, AND
PARKING. A FENCE HEIGHT EXCEPTION IS REQUESTED AS PART
OF THE PROJECT.
Commissioner Atkins recused himself due to his conflict of interest as an
employee of the architecture firm involved with the project; he exited the
room at 5:02 p.m.
Associate Planner Hannah Hanh presented the staff report and responded
to Commission inquiries.
Applicant representatives, Mike April, Reliant Group Management, and
Thom Jess, Arris Studio Architects, provided a brief overview of the project
and responded to questions raised. The last 00:48 seconds of their
presentation were reserved for response to public comment.

Chair Mayou opened the Public Hearing for Commissioners to ask their
questions to the Applicant representatives.

Recommend the Community Development Director approve the project
based on consistency with applicable goals, policies and guidelines in the
Community Design Guidelines and Sign Regulations with the following
conditions:
Use split face CMU block for the retaining wall along the south
property lines
Incorporate additional design features to provide articulation for a
portion of the apartment building underneath the roof deck if there
is a steep change in grade
Lower the non-utility, east tower to be consistent with the aggregate
roofline of the apartment building
Motion By Commissioner Bell
Second By Commissioner Gerencser
Recommend the Community Development Director find the project
consistent with applicable goals, policies, and guidelines in the Community
Design Guidelines and Sign Regulations. This action may include
recommended conditions to address consistency of the project with these
preceding goals, policies, and guidelines.
Ayes (5): Commissioner Abbas, Commissioner Arens, Commissioner Bell,
Commissioner Gerencser, and Chair Mayou
Absent (2): Commissioner Atkins, and Vice Chair Carrion
CARRIED (5 to 0)
5. COMMENT AND DISCUSSION
5.a STAFF UPDATES AND AGENDA FORECAST
Principal Planner Rachel Cohen provided the following update:
The next Special Meeting is scheduled for January 12, 2026.
6. ADJOURNMENT
The meeting was adjourned at 5:53 p.m. The Regular Meeting of January 5,
2026, will be cancelled due to the New Year's Day Holiday. The next Special
Meeting of the Architectural Review Commission is scheduled for January 12,
2026, at 5:00 p.m. in the Council Chambers at City Hall, 990 Palm Street, San
Luis Obispo.
