We understand from the City Clerk that correspondence raising substantive concerns regarding this project has now been forwarded to each Commissioner in advance of the meeting. We appreciate that confirmation. We are writing to respectfully request that the February 4 agenda and staff presentation clearly reflect and address the threshold issues raised, so the Commission is able to carry out its advisory role on a complete and informed basis. Residents were advised by the City that this matter would be heard on February 4, and we are therefore expecting that the Commission’s published agenda and staff materials will include these issues as part of the discussion—not solely design refinements. As outlined in the materials provided, the concerns include:  consistency with Proposition 68’s equity and access goals, given the proposed loss or effective removal of the neighborhood’s only multi-use playing field within walking distance;  whether neighborhood-wide outreach occurred prior to grant submittal, and whether later notices met the City’s adopted outreach standards;  whether recreation standards and neighborhood needs for a high-density area were evaluated;  whether safety and liability implications of locating a fenced dog park immediately adjacent to active children’s play were reviewed; and  whether these matters have previously been reviewed by the Commission in a documented manner. These are not secondary design questions. They are foundational considerations that affect whether the Commission can responsibly advise the City Council on the project as proposed. We respectfully ask that staff be prepared to address these issues for the Commission on February 4, and that the agenda description and materials reflect this scope, so the public and the Commission have clarity about what is being reviewed.
