CALL TO ORDER Chair Blair will call the Regular Meeting of the Parks and Recreation Commission to order. ROLL CALL Present: Chair Blair, Vice Chair Howell, Commissioners Kincaid and Murphy Absent: Commissioners Duperron, Stowe and Lance Staff: Parks and Recreation Director Avakian Recreation Manager Devin Hyfield Recreation Manager Meghan Tolley Administrative Assistant Lisa Russell 2. PUBLIC COMMENT FOR ITEMS NOT ON THE AGENDA At this time, people may address the Commission about items not on the agenda. Persons wishing to speak should come forward and state their name and address. Comments are limited to three minutes per person. Items raised at this time are generally referred to staff and, if action by the Committee is necessary, may be scheduled for a future meeting. N/A 3. CONSENT 3.a CONSIDERATION OF MINUTES - PARKS AND RECREATION MINUTES ACTION: To approve the Regular Meeting Minutes of the Parks and Recreation Commission for October 1, 2025. 2 CARRIED: 4:0:0:3 to approve the minutes for the regular meeting of October 1, 2025, as motioned by Vice Chair Howell and second by Commissioner Kincaid. AYES: Blair, Howell, Kincaid and Murphy NOES: None ABSTAIN: None ABSENT: Duperron, Stowe and Lance 4. BUSINESS ITEMS 4.a PARKS AND RECREATION COMMISSION 2025-2027 GOALS SETTING EXERCISE (PRC CHAIR – 20 MIN) a. Commissioners to review and adopt goals and objectives for 2025 - 2027. ACTION: APPROVAL OF THE 2025-2027 PRC GOALS. CARRIED: 4:0:0:3 to approve the 2025-2027 PRC goals as motioned by Commissioner Kincaid and second by Vice Chair Howell. All accepted motion and passed. AYES: Blair, Howell, Kincaid and Murphy NOES: None ABSTAIN: None ABSENT: Duperron, Stowe and Lance 4.b RECEIVE AND DISCUSS PARK AND FACILITY TOUR OUTLINE (AVAKIAN - 15 MIN) 3 a. Staff to present facility options and discuss route and timeline for annual PRC tour scheduled for November 21, 2025. Director Avakian presented the proposed tour sites: Jack House, Meadow Park (community building), Santa Rosa Park and Mission Plaza. Commission and staff decide upon timing and route. Commission discussed. Arrival at Parks and Recreation offices at 8:15 a.m. for carpooling. Tour 8:30 a.m. to 12:30 p.m. ending at Jack House. Opportunity for the public to join at the end for questions. Possibility to include DowntownSLO Association representatives to discuss collaboration efforts in downtown. The city has an agreement with the Downtown SLO Association for all events occurring at Mission Plaza. Agreed upon tour flow: Santa Rosa Park, Meadow Park, Mission Plaza, Jack House. 4.c PRC SUB-COMMITTEE LEVEL OF SERVICE (LOS) AMENITIES DISCUSSION ON THE BLUEPRINT FOR THE FUTURE (PRC – 20 MIN) a. Commission to discuss and provide any additional advisory topics related to the Parks & Recreation Blueprint and LOS updates. No updates presented 4.d RECEIVE DIRECTORS REPORT: (AVAKIAN - 25 MIN) b. Current Projects Status Update: 1. Righetti Community Park – RFP Award. Discussed potential construction timeline, Base Bid diagram and Alt #1 plan reviewed. Council authorization will take place at the December 2 nd council meeting, and a current project start date of January 2026. 2. Mission Plaza Café Kiosk and Restroom Project – Status. 4 3. CIP Park Facilities Timeline 2026 – 2030: staff provided a general Gant Chart showcasing the next 5 years of projects 4.e RECEIVE DEPARTMENT UPDATES (HYFIELD / TOLLEY - 40 MIN) a. Divisional Update – Aquatics (October highlights and upcoming winter events were reviewed), Golf (Operations and Maintenance updates), Facilities (Indoor and Outdoor Facilities review including many activities and construction in Mission Plaza updates), Events (Upcoming special events). b. Divisional Update - Community Services (Boo Bash Halloween Special Event). Senior Programming (SLO Hikers and Walkers’ group starting up again, New Board being elected, upcoming Holiday Party). Public Art (Current Project updates and December appreciation meeting). Youth Services (October Lights on After School and program enrollment numbers presented). Youth Sports (Winter sports clinics kicked off, Hiring and recruiting for Youth Basketball, and registration for Youth Basketball leagues in partnership with YMCA). Volunteer Program (Program Highlights, Fall volunteer days). 5. SUBCOMMITTEE LIAISON REPORTS & COMMUNICATIONS (PRC – 30 Min) 5.a COMMUNICATIONS (CHAIR – 15 MIN) Vice Chair Howell – Asked the Commission if they have any updates to subcommittee reports, and any interest specifically for the Active Transportation Committee? If not, the Active Transportation may no longer be relevant to the PRC. Director Avakian – No updates. Commission to discuss. Director Avakian – Provided on update to the Commission regarding Emerson Park design planning. 5.b SUBCOMMITTEE LIAISON REPORTS (CHAIR - 15 MIN) a. Adult and Senior Programming (Chair Blair) – None 5 b. Active Transportation Committee (Vice Chair Howell) - None c. Youth Sports Association (Commissioner Stowe) - None d. Jack House (Commissioner Kincaid) – Upcoming tours for Retired Area Men’s Society (RAMS) & Price House volunteers. 6. ADJOURNMENT: 7:27 p.m. The next PRC meeting will be a “Special” meeting which will be a Parks and Facility Tour scheduled on Friday, November 21, 2025. Due to proximity of holidays, the December 3, 2025, meeting will be cancelled, and next Regular Meeting of the PRC is scheduled for Wednesday, January 7, 2026, at 5:30pm.
