1. CALL TO ORDER
A Special Meeting of the San Luis Obispo City Council was called to order on
December 15, 2025 at 1:05 p.m. at Council Chambers, 990 Palm Street, San
Luis Obispo, by Mayor Stewart.
2. PLEDGE OF ALLEGIANCE
Council Member Boswell led the Council in the Pledge of Allegiance.

4.a CONSIDERATION OF REMOVAL OF TENANT COMMISSIONER OF
THE HOUSING AUTHORITY OF THE CITY OF SAN LUIS OBISPO
(HASLO) (20 MINUTES)
Michelle Pediego, Executive Director of HASLO provided an in -depth staff
report and responded to Council questions.

To remove Tenant Commissioner Nancy Welsh from the Housing Authority
Board.

4.b AUTHORIZATION TO HIRE A CALPERS RETIRED ANNUITANT TO
SERVE AS FIRE CHIEF ON AN INTERIM BASIS PURSUANT TO
GOVERNMENT CODE SECTIONS 7522.56 AND 21221(H) (15
MINUTES)
City Manager Whitney McDonald provided a brief staff report and
responded to Council questions.

Second By Council Member Marx
Adopt Resolution No. 11619 (2025 Series) entitled, “A Resolution of the
City Council of the City of San Luis Obispo, California, Authorizing the City
Manager to Appoint Randall Harris, who will be a CalPERS Retired
Annuitant at the Time of Appointment, to Serve as Interim Fire Chief
During the National Search for a Permanent Fire Chief Pursuant to
Government Code Section 7522.56 and 21221(h)."
Ayes (5): Council Member Boswell, Vice Mayor Francis, Council Member
Marx, Council Member Shoresman, and Mayor Stewart
CARRIED (5 to 0)
City Council moved the meeting to the Council Hearing Room.
4.c 2026 COUNCIL LIAISON AND SUBCOMMITTEE ASSIGNMENTS (90

Action: Council reviewed and discussed Council’s 2026 Council Liaison
and Subcommittee Assignments.
5. ADJOURNMENT
The meeting was adjourned at 2:30 p.m. The next Regular Meeting of the City
Council will be held on January 13, 2026 at 5:30 p.m. in the Council Chambers at
City Hall, 990 Palm Street, San Luis Obispo.
