Subject:Active Transportation Committee Meeting 1/15/2026 (Item: Mill/Toro Intersection)
> Dear City Transportation Manager, Planners and Advisory members,

> We live on the corner of Mill Street and Toro. We appreciate the City bringing this meeting to our attention
and the chance to provide our input. The staff report gives two options and we are providing our comments
about those and including a few concerns and recommendations below.

> 1. The traffic circle and intersection design as currently installed, continues to provide an unsafe situation,
especially for bikes and pedestrians. We see near daily misses with vehicles and have experienced the same
while trying to cross the confusing intersection ourselves.
> 2. Traffic does not slow on Mill Street because drivers know they can travel through the intersection without
a stop or yield sign indicating they are expected to slow and then proceed cautiously.
> 3. There is no clear pathway for the pedestrians to cross at the intersection. We need striping for
pedestrians.
> 4. The traffic circle looks temporary and needs an improved aesthetic that reflects its location in the Mill
Street Historic District.
> 5. Is there a possibility of relocating the City bus route from the residential Mill Street to the commercial
Monterey Street instead?
> 6. We support the idea of traffic calming measures. We are not familiar with the proposed cushions, but it
would seem a good option.
>
> To summarize, we do not support the design as it is installed currently. We would like the City to consider
other traffic calming measures that may include a center street median, 4-way yield signs, corner bulb-outs,
striped crosswalks. We would also encourage the city staff to consider design plans that emphasize safety but
also the historic aesthetic of the neighborhood. Finally, we ask that the bus route be relocated to a commercial
street.
