Subject: Past Time for Traffic Calming on Highland Drive
Luke Schwartz,
I am writing you in regards to the Active Transportation Committee Meeting on January 15, 2026. I am writing
to request traffic calming on Highland Drive. Some background follows.
We on Highland petitioned the city via the Traffic Improvement Plan in
2017 per the instructions of Jennifer Rice. I was directed to collect at least 10 signatures and easily collected
20. Everyone who answered the door signed the petition. We were added to the "Official Que for Traffic
Improvement Plans" at #6 of 6. In October 2018 we were still at #6. In October 2019 we were still at #6. I
contacted Jennifer Rice who told me that the program had been defunded! I called her, otherwise we never
would have known. I wrote to you, in October of 2021. I never received a response.
In November of 2022 I received an email from Jennifer Rice. She explained that if traffic calming measures
were taken at the time of regularly scheduled repaving/resealing, this saves the city money as compared to a
traffic calming-only project. Highland Drive was scheduled for pavement maintenance in the summer of 2024.
In March of 2024 I wrote Justin Wong at the city of Slo. I reminded him of the history above and once again
requested traffic calming on Highland Drive. He acknowledged receipt of my email. I also voted on a ballot link
to the city of slo. Of course 2024 came and went and no traffic calming.
We experience far more traffic than we should in a residential neighborhood. A good bit of this traffic is due to
drivers using a route from Patricia Dr. to Highland Dr. to Santa Rosa and back in order to avoid the intersection
at Foothill and Santa Rosa. We are still interested in any measures the city could implement in order to reduce
the volume and speed of the traffic on this section of Highland Drive. We would like to see traffic encouraged to
take the primary route on Foothill rather than Highland Drive. We would like to see measures taken to
discourage the use of Highland Drive for through traffic including speed humps, signage and perhaps a
redirection of traffic. Highland Drive was never supposed to be Highland Boulevard or Highland Highway as we
sometimes refer to it here.
Please seriously consider speed bumps at a minimum on Highland Dr. If you could justify speed bumps on
Lincoln St you should easily justify them on Highland Dr.
Thanks for your time. I hope this time that maybe, just maybe we can get some speed bumps. Please help us
make that happen.
