I am a general engineering contractor and Eagle Scout. I live at 855 Toro St, on the corner of Mill and Toro. My stance on the traffic calming circle is that it does not calm traffic. Cars coming down Mill St barely slow down to dodge the circle in the middle of the intersection. If they do slow down, the cars that are at the stop signs on Toro think the cars on Mill are turning, when they continue to go straight, the cars from Toro pull out in front of them. We hear at least two vehicle horn blasts coming from the cars on Mill, trying to avoid the cars that pull out in front of them every day. As a pedestrian, having the cars on Mill dodging out around the circle and back onto Mill has decreased the ability to judge what they are doing. I would guess that approximately 20 or more pedestrians cross Mill at Toro everyday, wether it's city, county or other workers that park out of the downtown area and walk downtown, or residence of the neighborhood. My solution would be a 4 way stop with crosswalks, similar to the intersection of Pepper and Mill, or speed humps with lighted crosswalks. I advise on removing the traffic calming circle at Mill and Toro. Sincerely, Chris Sunderland 1
