C2.MICROSURFACING SUMMER 2012 MEASURE Y PROJECT , SPECIFICATION NO . 91135 & STREET RECONSTRUCTION SUMMER 201 2 MEASURE Y PROJECT, SPECIFICATION NO 91134 .(WALTER/GUZMAN ) RECOMMENDATION : 1) Approve plans and specifications for the Microsurfacin g Summer 2012 Project, Specification No . 91135 . 2) Approve plans and specifications fo r the Street Reconstruction Summer 2012 Project, Specification No . 91134 . 3) Authoriz e staff to advertise for bids and authorize the City Manager to award the contract if th e lowest responsible bid for the Microsurfacing Summer 2012 Project is within th e Engineer's Estimate of $700,000 . 4) Authorize staff to advertise for bids and authorize th e City Manager to award the contract if the lowest responsible bid for the Stree t Reconstruction Summer 2012 Project is within the Engineer's Estimate of $421,000 . C3.SEWERLINE REPLACEMENT — MONTEREY STREET TO SAN LUIS DRIVE , SPECIFICATION NO . 90967 .(WALTERNANBEVEREN ) RECOMMENDATION : 1) Approve plans and specifications for the Sewerlin e Replacement — Monterey Street to San Luis Drive Project, Specification No . 90967 . 2 ) Approve the transfer of $407,000 from the Wastewater Collections master account t o the project's construction phase . 3) Authorize staff to advertise for bids and authoriz e the City Manager to award the contract if the lowest responsible bid is within th e Engineer's Estimate of $330,000 . C4.APPROVAL OFTHE FINALMAPFOR TRACT 2342, 392 PRADO (TR63-05). (WALTER/HANNULAIDOSTALEK ) RECOMMENDATION : Adopt a resolution approving the Final Map for Tract 2342, 39 2 Prado, and authorizing the Mayor to execute the Subdivision Agreement on behalf of th e City . C5.GRANT REQUEST TO PREPARE A HISTORIC CONTEXT STATEMENT . (JOHNSON/DUNSMORE ) RECOMMENDATION : Adopt a resolution that authorizes City staff to apply for $25,00 0 in grant funds through the Certified Local Government program for preparation of a citywide historic context statement . C6.REQUEST FOR PROPOSALS FOR POLICE AND FIRE ALARM TRACKIN G AND BILLING SERVICES .(GESELL/GILLHAM ) RECOMMENDATION : 1) Authorize staff to submit a request for proposal for Police an d Fire Alarm Tracking and Billing Services (Specification No . 91155) for fiscal years 2012 - 15 . 2) Authorize the City Manager to execute an agreement for services . 3 Council Agenda Tuesday, April 17, 201 2 C7.MODIFICATION OF 2012 COMMUNITY DEVELOPMENT BLOCK GRAN T (CDBG) FUNDING ALLOCATIONS .(JOHNSON/COREY ) RECOMMENDATION : Adopt a resolution modifying funding allocations for the 201 2 Program Year based on new funding estimate from the U .S . Department of Housin g and Urban Development . C8.SLO TRANSIT PASS BULK SALE DISCOUNTS .(WALTER/WEBSTER ) RECOMMENDATION : Adopt a Resolution approving a pass sale discount of 15% for bul k purchases of fifty (50) or more SLO Transit passes, effective May 1, 201 2 C9.APPOINTED OFFICIALS' EVALUATIONS AND COMPENSATION . (MARX/IRONS ) RECOMMENDATION : Adopt a resolution adjusting the salary of the City Attorne y pursuant to the City's Appointed Officials Evaluation and Management Pay fo r Performance processes . BUSINESS ITEMS/PUBLIC HEARING S BI .DOWNTOWN COORDINATED TRANSIT CENTER STUDY REVIEW AN D COMMENT .(WALTER/WEBSTER/BOCHUM — 1 HOUR ) RECOMMENDATION : 1) Receive a status report regarding the fina l recommendations from the Downtown Coordinated Transit Center study conducted b y the San Luis Obispo Council Of Governments (SLOCOG). 2) Review staff conclusions regarding project alternatives and provide comments on any issues tha t should be forwarded on to SLOCOG for consideration . 3) Direct staff to continue t o work with SLOCOG and San Luis Obispo Regional Transit Authority (SLORTA) t o move the project forward soliciting grants for environmental review and other projec t development work . PHI .REVIEW AND ACCEPTANCE OF THE 2011 ANNUAL REPORT ON TH E GENERAL PLAN (GPI 2-12).(JOHNSON/DAVID — 45 MINUTES ) RECOMMENDATION : As recommended by the Planning Commission, accept the 201 1 Annual Report on the General Plan . 4 Council Agenda Tuesday, April 17, 201 2 COUNCIL LIAISON REPORTS (not to exceed 15 minutes ) Council Members report on conferences or other City activities .
