SUBJECT: Status Report and Revised Open Space
Element Schedule

RECOMMENDATION: That the City Council receive and file
the May, 1992 Open Space Element status
report and Element schedule (see Exhibit
A) .
BACKGROUND:
On October 29, 1991, the City Council directed staff to provide
Open Space Element progress reports to the City Council on a
quarterly basis. On January 21, 1992, the first status report and
timeline was provided to the Council. The schedule and timeline
provided in the January report was received and filed by the
Council.
This report constitutes the second progress report and incorporates
a minor change to Exhibit A. i.e. , the potential addition of a
seventh Open Space Element Advisory Committee workshop.
STATUS REPORT:
A. Open Space Element Advisory Committee (OSEAC)
Accomplishments. Four workshop meetings have been conducted,
i.e. , on February 22nd, March 9th, March 28th, and April 11th,
1992. Attendance has varied at the workshops from roughly 60
to 30 persons. Minutes from the first two workshops have been
forwarded to the City Council.
Nest Steps. Continue workshops.
schedule Changes. The previous schedule indicated that there
would be a total of six workshops, and that these workshops
would begin in late February, 1992 and extend through late May,
1992. At this time it is anticipated that a seventh workshop
will be added to the schedule. The additional workshop would
be added due to OSEAC and staff's concerns that there may not
be adequate time to cover all open space issues within the six
scheduled meetings. The seventh workshop will be scheduled for
late May or the first week in June. The additional workshop
would allow more time for OSEAC and public interaction and
debate, but would not prolong the deliberation of the OSEAC
significantly (since Committee meetings were slated to be

completed by the end of May, 1992) .
B. Consultant Workshops
Accomplishments. On January 7, 1992, the City Council approved
a consultant contract with Pete Dangermond. Dangermond and City
staff have completed four workshops.
Nest Steps. Staff will continue working with Pete Dangermond
until workshops and the Administrative Draft Open Space Element
are completed.
Schedule Changes. No schedule changes are proposed beyond those
indicated in A above.
C. Financial Study
Accomplishments. On February 4 , 1992, the City Council approved
a consultant contract with Economics Research Associates (ERA) .
On February 5, 1992, information was sent to ERA so that work
could begin on the contract. On March 28, 1992, ERA provided
information to the OSEAC regarding financing mechanisms.
Nest Steps. A draft report should be available for staff review
in late April or early May, 1992.
Schedule Changes. No schedule changes are proposed.
D. Open Space Element
Accomplishments. staff has been preparing the framework for the
Open Space Element. This framework will help identify issues
and data that should be considered during the workshops. This
framework will be the basis for the Draft Open Space Element.
Nest Steps. The OSEAC, City Commissions, the Council, and
members of the public should receive the format for review in
early May, 1992. Two workshops have been scheduled for OSEAC
review of the format. After OSEAC review has been completed,
and the document revised, a Draft Open Space Element will be
forwarded to the Park and Recreation Commission for their review
in June, 1992. OSEAC comments and concerns will be forwarded
to the Park and Recreation Commission, Planning Commission, and
the City Council.
Schedule Changes. No schedule changes are proposed beyond
those indicated in A above.

STAFF CONEWENTS:
The only change represented in Exhibit A is the potential to add
a seventh workshop in late May or the first week in June. This
change may represent a slight alteration to the Element's scheduled
timeline, i.e. , an additional week. The addition of this workshop
would allow for more discussion time for the OSEAC.

As noted in the January 21, 1992 status report, Exhibit A is a
"best case" attempt to incorporate the City Council's concerns and
still allow for meaningful community input. As with any best case
representation, delays may occur. Through these quarterly status
reports or through more immediate means staff will keep the Council
informed of potential or actual delays.
FISCAL BIPACT:
The costs associated with the proposed schedule have already been
incorporated into the budget for the Open Space Element. There are
no new costs associated with this schedule.
OTHER ALTERNATIVES:
1. Propose minor changes to the schedule.
2 . Propose major changes to the schedule and have staff
return to the Council with these changes at the
earliest possible date.
