RECOMMENDATION S 1.Approve plans and specifications for the Microsurfacing Summer 2012 Project, Specification No . 91135 . 2.Approve plans and specifications for the Street Reconstruction Summer 2012 Project, Specificatio n No . 91134 . 3.Authorize staff to advertise for bids and authorize the City Manager to award the contract if th e lowest responsible bid for the Microsurfacing Summer 2012 Project is within the Engineer's Estimate of $700,000 . 4.Authorize staff to advertise for bids and authorize the City Manager to award the contract if th e lowest responsible bid for the Street Reconstruction Summer 2012 Project is within the Engineer's Estimate of $421,000 . DISCUSSIO N The City's Pavement Maintenance Plan (PMP) was adopted by the City Council on April 14, 1998 . The key elements of the PMP include establishment of eight pavement maintenance areas within th e City and a maintenance plan in which each of these eight areas will receive maintenance over an eight - year period . A ninth area, the downtown, is designated to receive maintenance on an annual basis . On October 6, 2009, Council gave new direction for the PMP to give a higher priority to arterial an d downtown streets . Since 2006, the Street Reconstruction and Microsurfacing projects have overlaye d or microsurfaced portions of Tank Farm, Higuera, Prado, Los Osos Valley Road, Foothill, Monterey , Johnson, Orcutt, Broad, Santa Rosa, all -streets classified as arterial streets by the City's Circulatio n Element . A project scheduled to start construction on April 9, 2012 is also scheduled to overlay Chorr o between Palm and Higuera . For the 2012-13 fiscal year, the Street Reconstruction and Microsurfacing projects will maintai n portions of Santa Barbara, Pismo, Madonna, Prado, and the entire area five of the City's PMP . In anticipation of the 2012-13 fiscal year's microsurfacing project, the City's Street Maintenance staf f has performed isolated pavement repairs and crack sealing on the streets included within the scope o f the microsurfacing project . This preparatory work will increase the long-term effectiveness of the microsurfacing application and reduce construction costs . Microsurfacing & Street Reconstruction Summer 2012 Projects Page 2 Also included with the microsurfacing project is the localized repair of curb, gutter, and sidewalk i n front of 948 and 972 Santa Rosa Street . In both locations, trees have lifted the curb and gutte r resulting in poor street drainage and obstacles to bicyclist riding in the bike lane . Neglecting repairs o f the curb and gutter and the sidewalk will result in water ponding and could reduce the service life o f the new microsurfacing . The installation of an asphalt berm to convey water in front of 1309 Pismo is also part of this year's street reconstruction project . Pismo Street is a relatively flat street and near the Pismo and Johnso n intersection has no curb & gutter resulting in poor street drainage . Installation of a continuous ber m connecting existing curb and gutter will help alleviate the ponding that occurs in this area . The proposed berm will continue to allow current residents to use their property to park vehicles and ha s been coordinated with the adjacent property owner . Americans with Disability Act (ADA) accessible curb ramps required by the Federal Highway s Administration for street reconstruction work will also be upgraded as part of the street reconstructio n project . A total of 8 existing street corners will be retrofitted with new curb ramps or truncated domes to meet current standards . CONCURRENCE S The project qualifies for a categorical exemption from environmental review, and a notice o f exemption has been filed through the Community Development Department for both th e Microsurfacing Summer 2012 project and the Street Reconstruction Summer 2012 project . FISCAL IMPAC T There is currently $11,017 in the Street Reconstruction & Resurfacing Master Account to suppor t this request for $1,407,650 ($547,700 for Street Reconstruction Summer 2012 (Spec . No . 91134) and $859,950 for Microsurfacing Summer 2012 (Spec . No . 91135). Additional funding of $1,425,00 0 has been approved in the 2012-13 fiscal year for study, construction and construction management . This funding will be available as of July 1, 2012 and would bring the total funding available t o $1,436,017 to support this request . Other sources of funding will be the Bicycle Facility Improvement Account which has .a current available balance of $36,841 that can be used to support the $6,550 of bicycle relate d improvements . This funding will be used to install shared road markings and signs on Broa d between Higuera and High to implement a portion of the City's Bicycle Transportation Plan . Water and sewer utility improvements will be funded by the Raise Valve Covers Account (curren t balance of $43,950) and the Collections System Improvement Master Account (current balance o f $554,779) to fund the proposed costs of $14,500 and $6,500, respectively . This funding support s the adjustment of water and sewer facilities to the new pavement elevations . These projects are 98% funded through Measure Y, the half-cent sales tax measure approved by th e City's residents .
