RECOMMENDATION S
1.Approve plans and specifications for the Sewerline Replacement – Monterey Street to Sa n
Luis Drive Project, Specification No . 90967 .
2.Approve the transfer of $407,000 from the Wastewater Collections master account to th e
project's construction phase .
3.Authorize staff to advertise for bids and authorize the City Manager to award the contract i f
the lowest responsible bid is within the Engineer's Estimate of $330,000 .
DISCUSSIO N
Replacement of wastewater collection pipes is part of an ongoing program to prioritize replacemen t
of sewer infrastructure . This program has several objectives . Among them are :
1.Replace aging, deteriorated, deficient, or otherwise troublesome sewer infrastructur e
2.Reduce or eliminate periodic maintenance requirements and emergency repair s
3.Reduce infiltration and inflow of storm wate r
4.Ensure uninterrupted sewage flow without health hazard or effluent leakag e
This project includes the replacement of the existing sewerline from the 101 northbound onramp a t
Monterey Street to San Luis Drive near Corralitos Avenue (Attachment 1), and will accomplish th e
program objectives for this segment of the City wastewater collection system .
The proposed replacement of the sewerline is located within utility easements on private property .
The properties are the Motel Inn, located at 2223 Monterey Street, and a private residence located a t
1984 San Luis Drive . The proposed work has been discussed in detail with the affected propert y
owners . Concerns which were communicated by those property owners have been addressed as muc h
as feasible with the project's specifications . An example of this is the restricted work hours betwee n
8 :00 am and 4 :30 pm, which have been implemented in consideration of the current residents on Sa n
Luis Drive as well as the business operations of the adjacent Apple Farm Inn . A right-of-entry
agreement has been obtained from the Motel Inn ownership and will allow for the contractor's use o f
the property during construction .
A portion of the existing pipeline crosses under San Luis Obispo Creek . In order to avoid impacts t o
the creek, the project scope includes the replacement line to be installed significantly deeper than th e
current pipeline . Modern construction techniques now include horizontal directional drilling (HDD),
a trenchless installation method in which a pipeline can be installed with less disruption tha n
conventional open trench methods . HDD is the specified method for the portion of the pipelin e

crossing the creek, and is particularly beneficial when working in a sensitive environment such a s
San Luis Obispo Creek .
Due to the need to cross under San Luis Obispo Creek, a Streambed Alteration Agreement will b e
needed from the California Department of Fish and Game . The permit application has been submitte d
and the agreement is anticipated to be received prior to the award of the construction contract .
CONCURRENCE S
The City's Community Development Director has approved a Mitigated Negative Declaration for th e
project and a Notice of Determination was filed with the County on February 7, 2006 . The initial
construction timeline was changed to accommodate higher priority wastewater replacement projects .
Due to the time lapse between this approval as well as a revised scope from the original document, a n
addendum to the Initial Study/Notice of Determination was issued by the Community Developmen t
Department on February 9, 2012 . All mitigation measures required by the environmental documen t
have been incorporated into the project specifications . One notable restriction contained in th e
document is that the HDD portion of the project may only be conducted between the dates of Jul y
31 St and October 31 s t
FISCAL IMPAC T
This project is identified in the 2011-13 Financial Plan, Appendix B, pages 3-90 through 3-93 at a n
estimated cost of $450,000 and is budgeted in the 2012-13 fiscal year . The Engineer's Estimate o f
construction costs is $330,000 . Funds will be transferred via a Budget Amendment Request to th e
project account from the Wastewater Collections Master Account at the time of contract award .
The recommended action will allow the project be advertised at this time so that construction ma y
occur within the date restrictions associated with the project .
